Scope of Work

The contractor will provide all necessary personnel, equipment, supplies, and services for SCADA system maintenance. This includes:

  • Design, analysis, development, modification, testing, installation, integration, and support of existing and new SCADA equipment, IT systems, applications software, and Industrial Control Systems (ICS).
  • Maintenance of SCADA systems, ICS hardware, and software, including support for AVEVA Citect SCADA, AVEVA Citect Historian, and Tridium Enterprise SMA.
  • Patching, updates, design, build, test, documentation, training, troubleshooting, and deployment of the SCADA system.
  • Responding onsite within one workday for critical SCADA system malfunctions that cannot be repaired remotely.
  • Ongoing user training and management support for SCADA applications.

Contract Details

  • Contract Type: Request for Quotation (RFQ), Time-and-Materials (T&M).
  • Period of Performance: A base period from June 1, 2026, to September 29, 2026, followed by four 12-month option years, extending the potential contract through September 29, 2030.
  • Place of Performance: Services will be performed at BEP facilities in Washington, D.C. and Fort Worth, TX, as well as remotely.
  • Key Requirements:
    • Contractor personnel must meet high-risk (network access) and low-risk (non-network access) security requirements, comply with NIST FIPS 200, and sign a non-disclosure agreement.

  • Evaluation: Award will be made to the Lowest Price Technically Acceptable (LPTA) quote.
