Offerors must provide this questionnaire to three (3) relevant Assessors/References who can attest to services similar in size, scope, and complexity to the BEP's SCADA maintenance requirement. The Assessor's feedback directly impacts the evaluation of the Offeror's past performance. Offerors must ensure Section II is accurate before submission to Assessors.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Supervisory Control and Data Acquisition (SCADA) System Maintenance Service for the Bureau of Engraving & Printing (BEP). The primary objective is to provide technical support, programming, and troubleshooting for the BEP's SCADA systems, including associated IT infrastructure and applications software.

The contractor will provide comprehensive support for the SCADA system, including:

• Design, analysis, documentation, development, modification, testing, troubleshooting, installation, integration, implementation, and support of existing and new SCADA equipment, IT systems, applications software, and Industrial Control Systems (ICS).

• Development and support of existing and new application software services in accordance with U.S. Government and Bureau IT standards and policies.

• Maintenance of the SCADA system, ICS hardware, and software.

• Support for AVEVA Citect SCADA, AVEVA Citect Historian, and associated communication components.

• Patching, updates, design, build, test, documentation, training, troubleshooting, management, and deployment of the SCADA system.

• Manufacturer support contracts for AVEVA Citect SCADA and Tridium Enterprise SMA.

• Maintenance support services, including software loading, programming, troubleshooting, system checks, updates, patches, modifications, repairs, and configuration services.

• Handling of access management issues related to SCADA users.

• Adjusting equipment operation schedules and running/modifying reports.

• Making changes to the SCADA system's architecture, graphics, trends, variable tags, alarms, schedules, and reporting.

• Ensuring proper operation of specified SCADA software applications.

• Responding onsite within one workday if the SCADA system is not operating properly and cannot be repaired remotely.

• Providing management support for SCADA applications.

• Ongoing patching and updating, including server OS patching and database critical patch updates.

• Coordinating and deploying software version upgrades, hotfixes, service packs, and driver updates.

• Performing AVEVA Citect SCADA and Historian checks, and SCADA system functionality checks.

• SCADA system integrations of devices.

• Ongoing user training.

• Major modifications, spare parts, and hardware-related repairs.

• The period of performance includes one Base Period (June 1, 2026 - September 29, 2026) and four 12-month option years (through September 29, 2030).

• Services will be performed at both the District of Columbia Facility (DCF) in Washington, DC, and the Western Currency Facility (WCF) in Fort Worth, Texas, as well as remotely in a hybrid work environment.

• The contract type will be Time and Materials.

• Contractor personnel must have high risk for network access (HPSD-12) and low risk for non-network access (Proxy) at the time of proposal submission.

• Contractor personnel must comply with BEP's Office of Critical Infrastructure and IT Security protocols and NIST FIPS 200 minimum security requirements.

• A non-disclosure agreement is required.

• Personnel security requirements include background investigations based on risk designation (High, Moderate, Low).

• Specific certifications and experience are required for key personnel, including AVEVA Citect SCADA Certified Expert, Niagara 4 certification, Facility Explorer® (FX) Supervisory Controllers, ABB Automation Technical Application Eng Support, and extensive experience in control systems and programming.

• The contractor will provide all supplies, equipment, facilities, and services not listed as government-furnished.

• Government-furnished items include two cubicles, office/store space, and a BEP laptop with PIV card and network access for personnel supporting the SCADA contract more than 8 hours per week.

• Major modifications and hardware-related repairs have specific budget limitations for WCF and DCF.

• Applicable publications include National Electric Codes, OSHA requirements, and NFPA standards.
