Scope of Work
The contractor will replace chillers and chilled water pumps, including Variable Frequency Drives (VFDs), at the specified BEQ buildings. This includes:
- Building HP476: One 125-ton Chiller and one Chilled Water Pump.
- Building FC66-2: Six 110-ton Chillers and six Chiller Water Pumps.
- Building BB137: One 110-ton Chiller and one Chilled Water Pump with VFD.
- Building BB-270: One 75-ton Chiller and two Chilled Water Pumps.
- Building BB-274: One 70-ton Chiller and two Chilled Water Pumps.
- Building BB275: One 75-ton Chiller and two Chilled Water Pumps.
- Building HP-121: One 90-ton Chiller and one Chilled Water Pump. The scope also covers cleaning existing chilled water piping, installing new pumps and drives, and ensuring compatibility with new chillers. The facility will remain operational throughout the construction period, requiring minimal interference with normal activities.
Key Requirements & Deliverables
Contractors must provide all necessary material, labor, equipment, and supervision. Specific technical requirements include:
- Chillers: Must meet detailed design specifications, including a 10-year warranty, mechanically cleanable shell and tube evaporators, VFD condenser fan motors, corrosion-resistant coating, seismic feet, thermal dispersion flow switches, phase loss protection, emergency connections, and BACnet/MSTP controls. Condenser heat recovery is not required for FC66.
- Piping: Cleaning existing piping, using copper for 4" and below, and Schedule 40 welded steel for 5" and greater. Piping must be heat traced, insulated, and properly supported, with bypass lines and emergency tees. Hydronic pipe cleaning and flushing procedures are detailed.
- Electrical: Replacement of disconnects and liquid-tight conduit.
- Documentation: Contractor-developed piping diagrams, pre- and post-installation water-flow readings, and various submittals (e.g., Accident Prevention Plan, Quality Control Plan, Maximo Equipment Inventory Sheet).
- Personnel: A service technician must be located within 35 miles of Camp Lejeune, NC. Contractor employees and subcontractors must have vetted access.
- Compliance: Adherence to the Buy America Act, Executive Order 13706 (Paid Sick Leave), and Executive Order 13658 (Minimum Wage).
- Logistics: Contractor is responsible for reclaiming refrigerant, disposing of removed chillers, and coordinating scheduled outages 14 days in advance.
