58--Portable Motorola Radios for BIA/OJS/LMR

This is a combined synopsis/solicitation for commercial products, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6. It constitutes the only solicitation, and quotes are being requested. A written solicitation will not be issued. The government is procuring portable Motorola radios for the Bureau of Indian Affairs (BIA), Office of Justice Services (OJS) Land Mobile Radio (LMR) Program.

• The primary requirement is for new, original equipment manufacturer (OEM) portable Motorola radios, specifically the APX 8000 All-Band Portable Radio, Model 3.5 (Item 00010), and associated accessories: Remote Speaker Microphone (Item 00020), Portable Radio Battery (Item 00030), and Desktop Charger (Item 00040).

• Brand-name-only products are required; brand-name-or-equal products will not be evaluated.

• All equipment must be new, original equipment manufacturer (OEM) items. Refurbished, remanufactured, used, or modified equipment is not permitted.

• The government contemplates awarding a Firm-Fixed-Price (FFP) Purchase Order.

• Quotation Due Date: Tuesday, February 17, 2026, by 10:00 AM Eastern Standard Time.

• Submission Method: Quotes must be submitted via email to Lara.Wood@bia.gov with the subject line: "Company Name Quote in Response to 140A1626Q0016".

• Evaluation Criteria: Award will be made to the responsible offeror whose quote, conforming to the solicitation, is determined to be most advantageous to the Government on a Lowest Priced Technically Acceptable (LPTA) basis. Technical acceptability will be evaluated on a pass/fail basis.

• Required Submission Contents: Unique Entity ID, Complete Business Mailing Address, Contact Name/Phone/Email, RFQ Number, Quote Number/Date, Pricing, and a signed copy of the IEE Representation Form.

• This requirement is set-aside 100% for Indian Small Business Economic Enterprises (ISBEEs).

• Offerors must be an authorized reseller of the proposed solution and maintain an active registration in the System for Award Management (SAM.gov).

• Delivery: 90 days After Receiving Order (ARO) to BIA, OJS Land Mobile Radio (LMR) Program, 1 Denver Federal Center, Building 41 Dock E-19, Lakewood, CO 80225.

• Questions Due: Thursday, February 5, 2026, by 2:00 PM EST.

• The solicitation incorporates numerous FAR and DIAR clauses and provisions, including those related to small business concerns, telecommunications and video surveillance, supply chain security, and representations and certifications.
