• Personnel Qualifications: The Superintendent may serve as the general SSHO if qualified. However, specialized operations require a separate Competent Person. Qualifications must be approved by the VA beforehand. The same applies to the QC.
• Laydown Area: Location will be discussed at the NTP meeting and depends on the team's needs, with limited space at the Lake Nona site.
• PIV Cards: All contractors require a PIV card, likely with the lowest level clearance. Paperwork should be submitted ASAP as VA Facilities Management Service does not control issuance timelines.
• Working Hours: Refer to the Statement of Work (SOW) in the solicitation.
• Outages: Refer to construction drawings. Typically, a 14-day notice is required for utility outages.
• Panel Verification: Contractors must verify panel capacity. The method is at the contractor's discretion, adhering to applicable codes. This includes verifying breaker amperage ratings and utilizing existing spare breakers.
• FAR Clauses: All FAR provisions and clauses with fill-ins (e.g., 52.204-8, 52.204-24, 52.209-7, 52.212-3) must be completed and returned with Volume 1. General Information.
• Buy American Act: It is the contractor's responsibility to ensure all items and materials comply with the Buy American Act.
• Engineering/Design Submittals: The VA will not pay for engineering and design submittals or associated deposits.
• Bolts for Steam/Hot Water: The new VA memorandum regarding A307 bolts is applicable.
• Tax Exemption: The VA can provide a tax exemption certificate upon request.
• Notice to Proceed (NTP): Expected within 14 calendar days after contract award.
• Submittal Platform: Procore is acceptable and preferred.
• Stored Materials: Payment applications for stored materials require VA inspection and acceptance prior to approval.
• Economic Price Adjustment: Not included in the contract.
• Bid Hold Period: Remains 120 days.
• Parking: Contractor personnel vehicles must park in the 4th Floor West Garage. Work vehicles may use the Central Energy Plant lot if space is available, avoiding operator and handicap spots.

• As-Built Drawings: Available upon request, but the Government guarantees no accuracy.
