This document is a master Other Transaction Authority (OTA) Solicitation (Version 3.0, dated 18 May 2026) for the Air Force Global Strike Command (AFGSC) Rapid Capabilities Division (RCD) Showcase. It establishes a multi-year open blanket OT solicitation with showcase topics, valid from 17 July 2026 to 16 July 2031, under the authority of 10 U.S.C. § 4022. This master solicitation serves as a framework for future showcase years, with specific annual topics detailed in separate attachments.

The AFGSC RCD Showcase aims to connect warfighter problems with industry solutions. Companies are invited to submit innovative solutions to defined mission needs. The process involves three phases:

• Phase 1: Solution Submission & Down-Select: Offerors submit a White Paper (4-page max), a Quad Chart (1-page), and an optional 3-minute Solution Video. Submissions must address specific Showcase Topics and Problem Statements found in the relevant annual attachment.

• Phase 2: Live Showcase & Demonstration: Down-selected companies present and demonstrate their solutions to decision-makers. This may involve in-person or virtual presentations.

• Phase 3: Prototype Proposal & Award: Companies selected from Phase 2 may be invited to submit a Commercial Solution Proposal (CSP) for potential prototype project awards under an OTA.

• Agreement Type: Multi-Year Open, Blanket Other Transaction (OT) Solicitation

• OTA Award Period: 17 July 2026 to 16 July 2031

• Authority: 10 U.S.C. § 4022

• Funding: Varies by fiscal year; no guaranteed number of awards.

• Submission Tool: Valid Eval software for Phase 1 & 2; email or secure link for Phase 3.

• Evaluation Criteria: Submissions are evaluated on Program Alignment, Potential for Impact, Technology and Concept Viability, Team Competitive Edge, and Quality of Submission.

• Deadlines: Specific deadlines for each showcase year will be provided in the annual attachments.

• Open to industry, academia, and government entities. Domestic and international firms are eligible, provided they are not from restricted countries.

• Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.

• Specific Showcase Topics for 2026 are detailed in Attachment 1.

• Offerors are encouraged to attend "Ask Me Anything" (AMA) webinars for questions.

• The government may use contractors for review and analysis.

Amendment / Modification

• The purpose of this memorandum is to provide additional information regarding answers to submitted questions and to amend the due date for package submissions.

• Answers to questions from "Ask Me Anything" (AMA) webinar sessions are available via YouTube links provided in the document.

• The Phase 1 Solution submission and down-select submission package due date has been changed from February 14, 2026, to February 17, 2026, at 1200 central.

• The due date for Phase 1 Solution submission and down-select submission package.

• The proposal submission deadline has been extended to February 17, 2026, to allow for adjustments based on the provided questions and answers.

• The government reserves the right to award some, all, part, or none of the proposals.

• Potential Follow-On: Selected entities may be considered for non-competitive, follow-on production OTAs.
