Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Blast Shop and Paint Shop Cleaning services at the Oklahoma City Air Logistics Complex (OC-ALC).

• The contractor shall provide all labor, tools, equipment, materials, and quality control necessary for cleaning blast shops and paint shops located in Buildings 3001 and 3221.

• Services include bi-monthly cleaning (every 2 months) of blast booths, industrial ventilation filter units, fan assemblies, and duct work.

• Semi-annual cleaning (every 6 months) of blast booths, industrial ventilation filter units, fan assemblies, hoists, shot peen machines, walls, windows, vents, duct work, and ceilings.

• Use of a 55-gallon drum-top vacuum system with HEPA filters is required for cleaning all surfaces.

• The contractor is responsible for waste collection in government-provided drums and sealing them when full. Waste disposal is handled by Tinker AFB.

• For work above six feet, the contractor must provide their own lift or ladder.

• The contractor must provide a written Service Report immediately upon completion of maintenance.

• A Corrective Action Report (CAR)/Complaint Contractor Response Time of two (2) business days is required.

• Red Tagged items (unsafe equipment) must be cleared according to OC-ALC OI 21-203.

• Work is to be performed at the blast shops in Building 3001 and 3221, and the paint shop in Building 3001 at Tinker AFB.

• Hours of Operation: Monday through Friday, 1530 – 2300, excluding Federal Holidays, base closures, and furlough days.

• Safety is a top priority; all individuals must accept personal responsibility for safety.

• Contractor personnel must be identifiable and conduct themselves professionally.

• Environmental compliance, including HAZMAT handling, waste disposal, and spill reporting, is mandatory.

• Specific training is required, including FOD/DOP awareness, RCRA regulations, ISO 50001 Energy Management, and CUI training.

• The contractor must comply with all applicable federal, state, and local laws, regulations, and Tinker AFB procedures.

• Security and OPSEC briefings are mandatory for all contractor personnel working on base.

• Government-furnished services include security forces, fire emergency and routine services, utilities, and refuse collection.
