Performance Work Statement (PWS)

This PWS outlines the requirements for the demolition of Building 229, associated utilities, concrete, and asphalt, and subsequent grading for storm water management and maintainable end grade. The goal is to return the area to a state that allows for easy maintenance and proper storm water management, while not encouraging wildlife.

• Demolition of Building 229, including all foundations.

• Demolition of all concrete and asphalt roads/pads.

• Demolition of test cell footings and foundations.

• Demolition of trench foundations and retaining walls.

• Demolition of blast walls, vehicle barriers, and metal retaining walls.

• Demolition of storm sewer lines and structures, and electrical lines, conduit, and electrical gear.

• Demolition of sanitary sewer lines.

• Repairing grade for storm water management and an end grade that can be easily mowed/maintained.

• Protection and potential re-establishment of Monitoring Well MW-12S.

• Provision of fill dirt and topsoil.

• Seeding and establishment of vegetation.

• Contractor shall develop and maintain a Quality Control Plan (QCP).

• Contractor shall comply with all installation/facility access and local security policies.

• Contractor shall provide various reports including, but not limited to, environmental protection, accident prevention, quality control, waste management, soil compaction, seeding product data, and final punch lists.

• Waste generated shall be recycled or reused to the greatest extent practical.

• Reporting of waste quantities and diversion/recycling efforts is required quarterly.

• Final product must ensure the area does not encourage wildlife shelter.

• Period of Performance: 6 months.

• Place of Performance: Building 229 and the general area.

• Work hours: Monday through Friday, 0700 - 1630, excluding recognized US holidays.

• Government Furnished: Fill dirt (as part of CLIN #3 Option #2) and water from the nearest fire hydrant.

• Contractor Furnished: All other personnel, equipment, tools, materials, supervision, and quality control.

• Lead paint and asbestos testing for Building 229 prior to demolition.

• Specific procedures for protecting and re-establishing Monitoring Well MW-12S.

• Compliance with environmental protection, erosion control, and storm water management requirements.

• Contractor must provide a dedicated Superintendent with a minimum of ten (10) years of relevant construction experience, present on-site during all work periods.

• All documents and materials produced under this contract are Government-owned with unlimited rights.

• Organizational Conflicts of Interest (OCI) must be managed and reported.

• Combating Trafficking in Persons policy must be adhered to.

• Evaluation Factors: Technical Capability and Price. Technical capability will be evaluated based on:

  • Three similar projects within a 100-mile radius of Des Moines, Iowa.
  • Name and experience of the site superintendent.
  • A brief timeline and explanation of project completion.

• Price will be evaluated, and if technical capability and price are equal, the lowest price will be considered first.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses by reference, including but not limited to 52.212-1 (Instructions to Offerors), 52.212-2 (Evaluation), and 52.212-3 (Representations and Certifications).
