Statement of Work (SOW)

To implement a long-term measure to stop water infiltration into the interior of Building 31B, specifically at the below-grade roof, walls, and foundation of the Fitness Center area.

• Removal of existing waterproofing/dampproofing from the below-grade construction (roof, wall, foundation) between the loading dock and Building 31C.

• Installation of new waterproofing and exterior envelope treatment, including insulation and air-water barrier.

• Work related to existing and new drainage utility systems.

• Exterior stair and masonry work at retaining wall reconstruction.

• All work must conform to the provided construction documents (drawings and specifications).

• Within three hundred (300) workdays from the Notice to Proceed date.

• Contractor must provide a schedule recovery plan if delays occur that are not the fault of the Government.

• Contractor shall provide all material, labor, equipment, and supervision.

• Daily sign-in/sign-out sheets are required.

• Compliance with OSHA, NIH safety requirements (DOHS website), and NIH security requirements (badging, after-hours access).

• Adherence to specific work hours for noisy activities.

• Project management by a qualified and experienced Project Manager.

• Development and adherence to a detailed construction schedule, including bi-weekly progress meetings.

• Coordination with various NIH teams including Construction Administration, Commissioning Agent, and Locksmith Department.

• Compliance with Construction and Demolition Waste Contract Requirements.

• Potential use of BIM and CADD standards as specified.

• Management of project documentation via a web-based system.

• Asset tagging and labeling for new and replacement assets.

• Project close-out activities including punch lists, redline drawings, O&M manuals, and warranties.

• Technical Acceptability will be rated Acceptable or Unacceptable, requiring demonstration of:

  • Qualified Key Personnel (Superintendent)
  • Understanding of requirements and a feasible Technical Approach.

• Price will be evaluated for total price, reasonableness, realism, and balance.

• Proposals must be technically acceptable and offer the lowest evaluated price that is reasonable, balanced, and not unrealistically low.

• A bid guarantee is not required.

• Award will be made to a responsible small business offeror.
