Submission & Evaluation
Proposals will be evaluated on a Lowest-Price Technically Acceptable (LPTA) basis. Technical acceptability requires demonstrating relevant experience (past performance), qualified key personnel (Superintendent), and a feasible technical approach. Price will be assessed for reasonableness, realism, and balance. Proposals, including technical approach, pricing, and past performance experience, must be emailed to the Contracting Officer, Brian Baek, at brian.baek@nih.gov. A mandatory site visit was required for eligibility; vendors who missed the initial visit were required to request attendance for a second by May 15, 2026. Performance bonds are required.
