Statement of Work (SOW) / Performance Work Statement (PWS)

To provide regular cleaning and pumping services for vault toilets at designated Bureau of Land Management (BLM) White River Field Office (WRFO) recreation sites, ensuring sanitary conditions, preventing overflow, and complying with health and environmental regulations.

• Provide all personnel, equipment, supplies, and services necessary for cleaning and pumping vault toilets.

• Access, remove, transport, and dispose of waste in accordance with local regulations.

• Maintain vault utilization at no more than 50% capacity.

• Respond to emergency service requests within 24 hours when a vault exceeds 50% capacity.

• Remove garbage, disinfect high-touch surfaces, wash toilets with hot water pressure washers, and restock toilet paper.

• Provide a detailed report after each service, including date, volume of waste, and any maintenance recommendations.

• Transport and dispose of waste at an approved wastewater treatment plant, ensuring compliance with all applicable laws.

• Physical Security: ZERO Deviation (no unauthorized access, no lost keys).

• Level of Service: 95% of vaults maintained at 50% or less capacity; emergency service response within 24 hours.

• Waste Transportation & Disposal: ZERO Deviation (no unauthorized spillage).

• Standard Cleaning: 95% of vaults cleaned to standard, facilitating inspections.

• Period: One base year (12 months) with four (4) 12-month option years. The period of performance is listed on the purchase order schedule.
