Scope of Work
The project's primary objective is to provide all necessary labor, materials, and equipment to remove the existing boiler system and install a new, more reliable two-boiler system at Building #90, Museum of the Plains Indians. Key requirements include:
- Removal of the current single boiler and installation of a new two-boiler system, including design and installation of boilers, digital controls, associated plumbing, and piping.
- Design and construction of a spread-footing and raised pedestal for the new boilers.
- Remediation of all boiler system piping in the basement.
- Asbestos-containing materials (RACM) remediation by a state-accredited contractor, adhering to Tribal, State, and Federal guidelines.
- Complete site cleanup and waste disposal, with documentation provided to the Technical POC.
- Provision of auxiliary heating during the project to ensure facility occupancy.
- Compliance with all applicable federal, state, tribal, and local laws and regulations, including OSHA and EPA standards.
- The boiler design must be completed by a Montana registered professional engineer.
Contract Details
- Contract Type: Implied Firm Fixed-Price.
- Magnitude of Construction: Between $100,000 and $250,000.
- Period of Performance: 120 calendar days after issuance of the Notice to Proceed (NTP).
- Set-Aside: Indian Small Business Economic Enterprise (ISBEE) Set-Aside.
- Wage Rates: Department of Labor Wage Rates (General Decision Number MT20260034) apply, requiring certified payroll documents.
- Bonds: Performance and payment bonds are required within 10 calendar days of award.
Submission & Evaluation

- Site Visit: A mandatory site visit is scheduled for January 22, 2026, at 09:00 local time at the project site. Registration with the Technical POC is required at least 24 hours prior.
- Evaluation: Award will be made to the qualified contractor with the lowest total evaluated price (Base + All Options).
- Eligibility: Offerors must be registered in the System for Award Management (SAM) and submit a completed Section K and the Indian Affairs Indian Economic Enterprise Representation Form.

A pre-work conference is required. Offerors must include a price breakdown, including subcontractor quotes and estimates. The Bureau of Indian Affairs reserves the right to cancel work if costs exceed anticipated funding.
