• Re-design Drawings: Mechanical room re-design drawings are required.

• Testing & Commissioning: Includes factory acceptance tests (FAT), site commissioning, and performance acceptance testing.

• Documentation: Manufacturer's datasheets, performance curves, wiring diagrams, manuals, test certificates, and spare parts list.

• Quality & Certifications: Equipment manufacturer must have ISO 9001 certification. Equipment must meet regional safety and pressure-vessel standards. Certified subcontractors/technicians are required for gas, plumbing, fuel, and electrical work.

• Warranty: Minimum 12 months parts and labor from commissioning (or 18 months from delivery if commissioning is delayed). Extended warranty options are encouraged.

• Contract Type: Firm-fixed-price.

• Period of Performance: Commence work within 7 calendar days after notice to proceed and complete within 60 calendar days after notice to proceed. This period is negotiable.

• Evaluation Criteria: Award will be made to the lowest priced, technically acceptable, responsible offeror.

• Site Visit: Scheduled for February 24, 2026, at 14:30. Prospective offerors must contact Riga Procurement section by E-mail by February 19, 2026, to arrange entry.

• Offerors must be technically qualified and financially responsible.

• Minimum 5 years of experience in boiler installation.

• Established business with a permanent address and telephone listing in Latvia or plans to establish an office within 30 days of award.

• Proof of SAM registration required.

• Must be able to understand written and spoken English.

• Performance and payment bonds are required (20% of contract price).
