Scope of Work

Key requirements for canines include being trustworthy, social, actively seeking interaction, and highly trainable. Delivery will be to the FOK9 Academy in Front Royal, VA.

Canine Acceptance Criteria

Canines must be:

• Breeds: Labrador, Golden, Chesapeake Bay retrievers, Vizslas, Standard Poodles, Labradoodles (others with prior approval).
• Age: 12 to 36 months.
• Health: Excellent, with no acute/chronic diseases, and specific requirements for hips, spine, elbows, heart, lungs, and nervous system. Documentation of negative zoonotic disease results (Canine Brucellosis) is required.
• Temperament: Reared in a family home environment, social, trainable to extensive obedience control (ideally AKC Canine Good Citizen level), and no history of aggression.
• Physical: Healthy weight (16-25% body fat), Body Condition Score of 3-7, and 20-30 inches at the withers. Contractors are responsible for all transportation arrangements and costs for delivery and retrieval of canines. A 6-month warranty against pre-existing medical or behavioral issues is required.

Evaluation Factors

  • Availability Date: Must be within 60 days of the estimated Purchase Order date.
• Phase II (Trade-off, descending order of importance):
  • Open Order: Higher preference for offerors with no open CBP canine orders.
  • Past Performance: Higher preference for successful past performance providing canines to CBP in the last three years.
  • Price: Considered for offerors with similar rankings in the above factors.
• Phase III (Pass/Fail):
  • Canine Evaluation: Physical, medical, and behavioral inspection of presented canines at the CBP facility in Front Royal, VA, against SOW requirements. Failure results in quote rejection and PO termination.
