Scope of Work

Contractors will provide canines suitable for training and utilization in the SK9 program. SK9 duties include traumatic/critical incident response, death notifications, suicide intervention, funerals, memorials, victim advocacy, hospital/home visits, and daily employee engagement. Canines must be trustworthy, social, actively seek interaction, trainable to extensive obedience control, and comfortable in stressful situations.

Key Requirements & Canine Acceptance Criteria

  • Quantity: Up to 6 canines.
  • Breeds: Labrador Retrievers, Golden Retrievers, Chesapeake Bay Retrievers, Vizslas, Standard Poodles, Labradoodles (others with prior approval).
  • Age: 12 to 36 months at evaluation.
  • Health: Excellent health, no acute/chronic disease, negative zoonotic disease results (Canine Brucellosis) within 30 days of presentation, current health/rabies certificates, vaccination records, X-rays (hips, lumbar spine, elbows), pedigree, and microchip.
  • Training/Temperament: No aggression training; social, trainable to high obedience control (AKC Canine Good Citizen level preferred). Must pass extensive selection testing procedures including sociability, interaction, prey/retrieve drive, food drive, noise sensitivity, and confidence in various environments.
  • Delivery: Canines must be presented within 30 calendar days of award notification at the FOK9 Academy, 828 Harmony Hollow Road, Front Royal, VA 22630. Contractor is responsible for all transportation costs.
  • Warranty: A 6-month warranty against pre-existing medical problems, chronic disease, unacceptable behavior, or hereditary deficiencies is required.
  • Access: Contractors traveling to FOK9 for canine presentation are subject to short-term vetting by CBP.

Evaluation Criteria

Award will be made to the most advantageous offeror using a trade-off method with a phased approach:

  • Phase I (Pass/Fail): Breed Conformance (must match SOW) and Availability Date (within 60 days from estimated Purchase Order date).
  • Phase II (Trade-off, descending order of importance): Open Order status (preference for no open CBP canine orders), Past Performance (successful delivery to CBP in last 3 years), and Price (becomes more of a consideration for similarly ranked offers).
  • Phase III (Pass/Fail): Physical inspection and medical/physical/behavioral evaluation of canines at the CBP facility against SOW requirements. Failure results in return of canines at contractor's expense and potential termination of the purchase order.
