The SK9 program aims to enhance response and treatment of trauma and mental health by providing canines for connection and communication with afflicted parties.

• Provide canines suitable for training in accordance with the SOW.

• Delivery location: FOK9 Academy, 828 Harmony Hollow Road, Front Royal, Virginia, 22630.

• CBP has the option to procure additional canines based on funds and program needs.

• SK9 duties include traumatic and critical incident response, death notifications, suicide intervention, funerals, memorials, victim advocacy, hospital and home visits, and daily employee engagement.

• Canines must be trustworthy, social, actively seek interaction, trainable to extensive obedience control, and comfortable in stressful, emotional, and potentially volatile situations.

• Delivery location is specified as Front Royal, Virginia.

• Canine Acceptance Criteria:

  • Breeds: Labrador Retrievers, Golden Retrievers, Chesapeake Bay retrievers, Vizslas, Standard Poodles, Labradoodles (others with prior approval).
  • Age: At least 12 months, but not more than 36 months at evaluation.
  • Weight: Preferred 16-25% body fat, Body Condition Score of 3-7.
  • Size: 20-30 inches at the withers.
  • Sex: Males and females acceptable.
  • Breeding: Must have established genealogy, no aggression in bloodline.
  • Raising: Reared in a family setting.
  • Prior Training: No aggression training; must be trainable to high obedience control (AKC Canine Good Citizen level preferred).
  • Medical: Excellent health, no acute/chronic disease, able to enter training. Requires documentation of negative zoonotic diseases (including Canine Brucellosis) within 30 days of presentation, current health/rabies certificate, vaccination records, hip/elbow/lumbar spine X-rays, pedigree, and microchip.

• Selection Testing Procedures: Includes AKC Canine Good Citizen exercises and additional specific tests evaluating sociability, interaction, prey/retrieve drive, food drive, noise sensitivity, umbrella reaction, crowd stability, slick floor confidence, tight spot confidence, and supervised separation.

• Post Acquisition Testing: A fifteen-day evaluation period after medical screening and acceptance.

• Quality Assurance/Warranty: 6-month warranty against pre-existing medical problems, chronic disease, unacceptable behavior, or hereditary deficiencies. Vendor must retrieve and replace non-compliant canines at their expense.

• Access Guidance: Contractors traveling to FOK9 for canine presentation are subject to short-term vetting by CBP.

• Provide documentation of negative zoonotic disease results (Canine Brucellosis) within 30 days of presentation.

• Provide health and rabies certificates, vaccination records, X-rays, and pedigree information.

• Breeds: Labrador Retrievers, Golden Retrievers, Chesapeake Bay retrievers, Vizslas, Standard Poodles, Labradoodles (other breeds accepted with prior approval).

• Age: 12 to 36 months at time of evaluation.

• Weight: Preferred healthy weight (16-25% body fat), Body Condition Score of 3-7.

• Size: 20-30 inches at the withers.

• Sex: Males and females acceptable.

• Prior Training: No aggression training. Must be social and trainable to high degree of obedience control, ideally AKC Canine Good Citizen (CGC) level.

• Medical: Excellent health, no acute/chronic disease. Specific requirements for hips, lumbar spine, elbows, heart, lungs, nervous system, and freedom from parasites and certain diseases.

• Includes AKC CGC exercises and additional specific tests.

• Tests evaluate: Acceptance of a Friendly Stranger, Petting and Grooming, Heeling Pattern, Heel through a Crowd, Sit/Down/Hold Positions, Recall, Reaction to another Canine, Reaction to Distractions, Supervised Separation, Sociability and Interaction, Prey/Retrieve Drive, Food Testing, Noise Sensitivity, Umbrella test, Crowd test, Slick Floor test, and Tight Spot test.

• Canines must display obedient behavior, a calm demeanor, and confidence in various situations.

• A fifteen-day evaluation period after medical screening and acceptance.

• Further evaluation in home and working environments.

• Within 6 months of acceptance, if a pre-existing medical problem, chronic disease, or unacceptable behavior is discovered, the vendor must retrieve and replace the canine at no expense to the Government.
