Scope of Work
The requirement is for eight (8) Video Borescope Flexible Inspection Scopes, with five units designated for Leavenworth and three for Topeka. These scopes must be capable of inspecting small channels ranging from 0.6mm to 1.9mm and specifically GI Endoscopes. Key features include a 0° Angle of View, adjustable brightness, a handpiece for image capture, White Balance functionality, and USB connectivity for computer and digital inspection scope. The procurement also mandates the inclusion of software updates, Policy/Procedure (SOP) support, and In-service/Training/CEU programs. All necessary equipment for operational use must be provided.
Contract Details
This will be a Firm Fixed Price Purchase Order. Delivery is FOB Destination and must occur within 30 Days After Receipt of Order (ARO) for both Leavenworth and Topeka locations.
Submission & Evaluation
Offers must be submitted electronically via email to veronica.flores@va.gov by April 16, 2026, 11:00 am CDT. Submissions require two parts: a Priced Response (including SF 1449, Section B.1, B.4, detailed quote, and an Authorized Distributor Letter from the OEM) and a Non-Priced Response (technical capabilities and past performance, without company identifying marks or pricing). Evaluation factors are Technical Capability, Past Performance, and Price, with Technical and Past Performance being significantly more important than price. The Government intends to award without discussions.
Eligibility & Set-Aside
This acquisition is a Total Small Business Set-Aside. Offerors must be registered in SAM.gov and verified in SBA Small Business Search (if applicable) at the time of offer submission and contract award. Vendors must also be authorized distributors and provide an Authorized Distributor Letter from the OEM with their quote.
