Quick Summary

The Department of Veterans Affairs (VA), Eastern Kansas Healthcare System, is soliciting proposals for Video Borescope Flexible Inspection Scopes. This requirement is for eight (8) units to be delivered to VA Medical Centers in Leavenworth and Topeka, KS. The solicitation is a Total Small Business Set-Aside. Offers are due by April 16, 2026, at 11:00 am CDT.

Scope of Work

This opportunity requires the procurement of eight (8) Video Borescope Flexible Inspection Scopes, with five (5) units designated for Leavenworth and three (3) for Topeka. These scopes are essential for inspecting the internal lumens of medical and surgical instrumentation, specifically designed to fit into channels ranging from 0.6mm to 1.9mm and capable of inspecting GI Endoscopes.

Key features and deliverables include a 0° Angle of View, adjustable brightness, a handpiece for image capture, White Balance functionality, USB connectivity for computers, and a camera connector for the digital inspection scope. The requirement emphasizes that the entire kit/system necessary for the scope to be fully operational must be included. Additionally, vendors must provide software updates, Policy/Procedure (SOP) support, and In-service/Training/CEU programs.

Contract Details

This will be a Firm Fixed Price Purchase Order with FOB Destination delivery. All required items must be delivered within 30 Days After Receipt of Order (ARO) to the specified VA Medical Centers.

Eligibility & Set-Aside

This acquisition is a Total Small Business Set-Aside. Offerors must be registered in SAM.gov and verified in the SBA Small Business Search at the time of offer submission and contract award. A critical requirement is the submission of an Authorized Distributor Letter from the Original Equipment Manufacturer (OEM) with the quote.

Submission & Evaluation

Proposals are due electronically via email to veronica.flores@va.gov by April 16, 2026, at 11:00 am CDT. Offers must be submitted in two distinct parts: a Priced Response (including SF 1449, Section B.1, B.4, detailed quote, and the OEM Authorized Distributor Letter) and a Non-Priced Response (detailing technical capabilities and past performance, without company identifying marks or pricing).

Evaluation will consider Technical Capability, Past Performance, and Price. Technical Capability and Past Performance combined are considered significantly more important than price. The Government intends to award without discussions.

Amendments

This solicitation has been amended to include an updated Request for Quotation (RFQ), incorporate additional provisions, and provide responses to vendor questions. The latest amendment clarifies that the facility requires the complete operational kit/system, not just the scope itself.
