Eligibility & Submission Requirements
Interested small businesses must submit documentation via email to rebecca.m.collins17.civ@us.navy.mil. Submissions must include:
- A cover sheet with official company name, CAGE code, and point of contact (name, phone, email).
- Documentation detailing capabilities and expertise.
- A price list, if applicable.
- A minimum of three Past Performance References using the provided questionnaire, including business/organization name, address, contract/order number, award amount, point of contact, telephone number, and item description. The questionnaire evaluates customer satisfaction, timeliness, technical success, program management, and quality.
- Proof of an active account in the Procurement Integrated Enterprise Environment (PIEE).
- Proof of an active registration in the System for Award Management (SAM).
- If applicable, note your GSA contract number.
Evaluation Criteria
BPAs will be awarded based on positive past performance. The government will evaluate references based on Customer Satisfaction, Timeliness, Technical Success, Program Management, and Quality. The government reserves the right to use additional references from sources like CPARS, PPIRS, and FAPIIS. Vendors demonstrating technical and past performance merit will be issued a Master BPA.
