Quick Summary
The Department of the Army is soliciting proposals for a Blanket Purchase Agreement (BPA) for Domestic Violence Intervention Training (DVIT) Guest Speaker Services. This opportunity seeks individuals with lived experience of domestic violence within the military to provide critical insights to law enforcement and support personnel. This is a Total Small Business Set-Aside. Proposals are due March 9, 2026, at 4:00 PM CST.
Opportunity Overview
The DVIT course is a one-week program focusing on effective intervention and investigation of family dysfunctional incidents, emphasizing victim protection, de-escalation, and early intervention. It is taught at Fort Leonard Wood, MO (six times annually) and via Mobile Training Teams (seven times annually) at various CONUS locations. The course is crucial for equipping military law enforcement and support personnel with skills to properly investigate domestic violence, addressing findings by the Army Fatality Review Board regarding risks to Soldiers and Family members.
Scope of Work
The contractor will provide guest speaker services, sharing firsthand perspectives on domestic violence and sexual assault within the Military. This includes highlighting interactions with military and civilian agencies, barriers to seeking help, challenges with evidence handling, emotional responses to investigations, and issues with command responses. Speakers are expected to encourage informed questions from students to foster more compassionate and effective intervention.
