Contract Details
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year base period from September 1, 2026, through August 31, 2031, and a potential 6-month option to extend services until February 29, 2032. The acquisition is Unrestricted under NAICS Code 488320 (Marine Cargo Handling) with a $47,000,000 size standard. The estimated total value for Bremerhaven is $330,000.00, with a maximum contract ceiling of $412,500.00 (including a 25% increase). A minimum order value of $2,500.00 applies for the first 12 months.
Submission & Evaluation
Quotes must be submitted via email by March 16, 2026, 06:00 AM CT. Evaluation will be based on a Lowest Price Technically Acceptable (LPTA) approach. Technical submissions (Attachments 3 and 5) will be rated Acceptable/Unacceptable, and the Price Quote (Attachment 2) will be rated Fair and Reasonable.
