Scope of Work
The contractor will provide comprehensive cargo accountability, movement, and documentation services for U.S. Military cargo (containers, vehicles, breakbulk, aircraft) transiting the Port of Bremerhaven. Services include labor, equipment, tools, safety equipment, documentation, and office supplies. Key tasks encompass vessel loading/discharging, port reception/disposition, cargo staging, intra-port transfers, stuffing/unstuffing, cargo preparation, and inventory. Services are required 24 hours a day, seven days a week, 365 days a year, and must comply with German Customs requirements via the Bremische Hafentelematik (BHT) system.
Contract Details
- Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ)
- Period of Performance: September 1, 2026, through August 31, 2031 (5-year base), with a potential 6-month extension until February 29, 2032.

Submission Requirements
Quotes must be submitted via email by March 16, 2026, at 6:00 AM CT. Submissions require:
- Technical Submission: Responses to Attachment 3 (Mission Essential Plan, <=5 pages) and Attachment 5 (Technical Worksheet, <=20 pages). Failure to complete these may result in ineligibility.
- Price Quote: Attachment 2 (Schedule of Rates).
- Compliance: Attachment 4 (RFQ Information and General Compliance Worksheet) for company details and certifications.
- Validity: Proposals must be valid for a minimum of 180 calendar days.
Evaluation Criteria
Award will be made to the responsible Quoter whose quote is most advantageous to the Government, based on the lowest evaluated price among quotes with an "Acceptable" Technical Submission. Technical submissions will be rated Acceptable/Unacceptable, and price quotes as Fair and Reasonable/Not Fair and Reasonable.
Special Requirements & Clarifications
- Security: Mandatory personnel screening; compliance with DoD security regulations for access. Operations are UNCLASSIFIED.
- Safety: Compliance with Host Nation, international, and Army safety regulations; Safety Program Representative and PPE required.
- Personnel: A Contract Manager fluent in English and German is required. All work requires local Bremerhaven access permits and work authorization (Hafenarbeitskarte).
- Cyber Security: Services are designated as "operationally critical support" requiring compliance with DFARS 252-204-7012.
- Port Tariffs: Quoters do not need to factor port tariffs into their price quotations.
