Purpose & Scope
The GLCOE aims to advance R&D efforts by operationalizing innovative ideas to improve responses in freshwater and ice-affected environments, addressing challenges unique to the Great Lakes region. Projects should align with one of four themes:
- Freshwater Oil Spill Preparedness: Including detection of submerged oil, in-situ sensors, and fate/behavior modeling.
- Freshwater Oil Spill Response: Focusing on uncrewed underwater systems, cold weather technologies, and physical recovery methods.
- Freshwater Alternative Response Measures: Such as in-situ burning.
- Freshwater Fundamental Oil Spill Science: Including oil physiochemistry, toxicity, and data gaps.
Key Requirements & Deliverables
Contractors will be responsible for executing tasks, milestones, and deliverables outlined in their proposals. Specific requirements include a post-award conference, development of a Project Management Plan (PMP) and Data Management Plan (DMP), execution of R&D activities, monthly progress reporting, and a final report. All deliverables must be submitted in a 508-compliant electronic format.
Contract Details & Funding
- Award Type: Primarily Firm Fixed Price (FFP) contracts, though other types may be used.
- Funding Limit: Proposals must be less than or equal to $250,000. Funding is subject to availability.
- Period of Performance: A base year of less than two months with three option periods.
- Anticipated Award: Q1 FY27 (October-December 2026).

Technical proposals must be UNCLASSIFIED, and offerors may submit only one Technical Proposal per theme. The maximum total proposal page count is 30 pages, with the price proposal being a separate, one-page document not included in this limit.
