- Freshwater Alternative Response Measures: Such as in-situ burning.
- Freshwater Fundamental Oil Spill Science: Covering oil physiochemistry, toxicity, and data gaps.
Key deliverables include a Project Management Plan, Data Management Plan, execution of R&D activities, monthly progress reports, and a final report. All deliverables must be 508-compliant.
Contract Details
- Opportunity Type: Broad Agency Announcement (BAA) / Solicitation
- Funding: Proposals must be less than or equal to $250,000 for a one-year Period of Performance (PoP). Funding is subject to availability, and there is no guarantee of continuation.
- Award Format: Primarily Firm Fixed Price (FFP) contracts.
- Period of Performance: One year from the date of award. Offerors should price a 12-month PoP, with an additional 3 months for final reporting requiring a Contracting Officer's request.
- Set-Aside: This is an Open to All Responsible Sources (full and open acquisition). Small businesses are encouraged to propose. Foreign participation is subject to review and treaty agreements.
Submission & Evaluation

- Evaluation Criteria (descending order of importance):
- Importance to GLCOE functional mandate and current research themes.
- Scientific and technical merit.

- Proposal Requirements: Technical proposals have an 18-page limit (excluding a 2-page summary page, cost proposal, and references). References and citations are included within the 18-page limit. Offerors may submit one proposal per parent theme. CVs are not required. A separate Excel template is provided for the cost breakdown.
- FAR Provisions: Includes FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors) and FAR 52.244-6 (Subcontracts for Commercial Products and Commercial Services).
