Quick Summary

The Department of the Army, ACC-Orlando, on behalf of the Test Resource Management Center (TRMC), has issued a Broad Agency Announcement (BAA), W900KK-22-R-0012, seeking advanced technology development for the Test & Evaluation / Science & Technology (T&E/S&T) Program. This BAA focuses on Research, Development, Test and Evaluation (RDT&E) and Advanced Technology Development for technologies required to test and evaluate future warfighting capabilities, targeting Technology Readiness Levels (TRLs) 3-6. The BAA aims to fund innovations that result in higher quality, more cost-effective, and more timely DoD T&E. This BAA is active through March 14, 2037.

Scope of Opportunity

TRMC seeks novel, unproven solutions deemed too risky for current DoD T&E approaches, accepting a high degree of technical risk for high-payoff advancements. Projects should improve DoD T&E across Developmental Test and Evaluation (DT&E), Operational Test and Evaluation (OT&E), and Live-Fire Test and Evaluation (LFT&E). Specific Test Technology Areas (TTAs) and topics are detailed in individual Opportunity Notices (ONs). The BAA particularly encourages "Out-of-Cycle" submissions for "Other Test Technologies" that address critical, currently unidentified needs for future DoD T&E infrastructure.

Submission Process

This is a Two-Step Open BAA. Offerors interested in "Out-of-Cycle" opportunities must first submit an abstract (using Attachment 13 template) to the respective Test Technology Area's Executing Agent via ACC-Orlando to assess technical concept, funding availability, and Government interest. If favorably reviewed, offerors will be invited to submit a white paper. White papers (up to 10 pages, following Enclosure 3 instructions) are then evaluated, and successful white papers may lead to a request for a full proposal (following Enclosure 4 instructions).

Eligibility & Contract Details

This opportunity is open to Domestic Private Industry (large and small businesses), domestic accredited colleges/universities, domestic non-profit organizations, and domestic commercial and/or nontraditional defense contractors. Federally Funded Research and Development Centers (FFRDCs) are eligible under specific conditions. There is no specific set-aside. Award instruments can be FAR-based Contracts, Cooperative Agreements, or Other Transactions; grants and commercial contracts are not considered. Project durations typically range from 36 to 52 months, with potential for extensions. Principal Investigators, Program Managers, or Team Leads must be U.S. citizens, with non-U.S. citizens requiring approval.

Evaluation Criteria

White papers are evaluated based on:

  1. Scientific and Technical Merit (most important)
  2. Potential Benefit and Relevance to the TRMC Mission and DoD T&E Needs (most important)
  3. Cost Realism and Reasonableness (less important)

Key Requirements & Notes

Submissions should support Test and Training Enabling Architecture (TENA) compliance where applicable. Offerors must provide a Government Data Rights Acknowledgement for unlimited data rights on S&T product deliverables developed with Government funds. Any assertions for less than unlimited rights must be clearly identified. All communications must be UNCLASSIFIED and sent to usarmy.orlando.peo-stri.list.trmc-te-st-baa@army.mil. Export control and security requirements, including safeguarding Controlled Unclassified Information (CUI), apply. SAM registration is required.
