Scope of Opportunity

Projects should improve DoD T&E across Developmental Test and Evaluation (DT&E), Operational Test and Evaluation (OT&E), and Live-Fire Test and Evaluation (LFT&E). The BAA particularly encourages "Out-of-Cycle" submissions for "Other Test Technologies" that address critical, currently unidentified needs for future DoD T&E infrastructure.
Submission Process
This is a Two-Step Open BAA. Offerors interested in "Out-of-Cycle" opportunities must first submit an abstract (using Attachment 13 template) to the respective Test Technology Area's Executing Agent via ACC-Orlando to assess technical concept, funding availability, and Government interest. If favorably reviewed, offerors will be invited to submit a white paper. White papers (up to 10 pages, following Enclosure 3 instructions) are then evaluated, and successful white papers may lead to a request for a full proposal (following Enclosure 4 instructions).
Eligibility & Contract Details
This opportunity is open to Domestic Private Industry (large and small businesses), domestic accredited colleges/universities, domestic non-profit organizations, and domestic commercial and/or nontraditional defense contractors. Federally Funded Research and Development Centers (FFRDCs) are eligible under specific conditions. There is no specific set-aside. Award instruments can be FAR-based Contracts, Cooperative Agreements, or Other Transactions; grants and commercial contracts are not considered. Project durations typically range from 36 to 52 months, with potential for extensions. Principal Investigators, Program Managers, or Team Leads must be U.S. citizens, with non-U.S. citizens requiring approval.

Offerors must provide a Government Data Rights Acknowledgement for unlimited data rights on S&T product deliverables developed with Government funds.
