Eligibility & Set-Aside

Federally Funded Research and Development Centers (FFRDCs) are eligible under specific conditions. No portion of this BAA is exclusively set aside for specific entity types. Principal Investigators, Program Managers, or Team Leads must be U.S. citizens, with non-U.S. citizens requiring TRMC/ACC Orlando approval.
Submission & Evaluation
This is a Two-Step Open BAA process. Step 1 involves white paper submissions, followed by Step 2 for requests for proposals (RFPs) or solutions by invitation. For "Out-of-Cycle" submissions, offerors must first contact the respective TTA's Executing Agent via email with an abstract (using Attachment 13) to assess funding availability and Government interest. White papers are evaluated on: 1) Scientific and Technical Merit, 2) Potential Benefit and Relevance to the TRMC Mission, and 3) Cost Realism and Reasonableness. Factors 1 and 2 are of equal importance and more important than factor 3.
