This Sources Sought is for market research in accordance with RFO Part 10, to determine the procurement method for replacing six (6) gas control valves suspected of damage from a faulty gas regulator. The contractor shall provide fully qualified technicians and all specialized tools.

The Statement of Work (SOW) details the requirement:

  • Gas Valve Installation, System Inspections, and Re-commissioning: Review manufacturer Installation and Operation manuals, inspect and install all gas valves according to manufacturer specifications, conduct comprehensive leak checks on all affected equipment, perform a full safety inspection of all gas-fired equipment, perform multiple leak checks under static and full operational load, and re-commission all boilers and water heaters after a full operational test.
  • Deficiency Reporting: Deliver a report detailing compromised components or units requiring further attention. If additional work or replacement is recommended, a separate detailed report with justification is required.

Performance Standards & Requirements

  • Deliverables: Upon project completion, submit a final report including pre- and post-installation gas pressure readings, results of all leak checks, a summary of operational and safety checks, a complete combustion analysis report, a log of all replaced parts, and a detailed summary of any unit deficiencies. All removed parts must be tagged and returned to the 460 CES project manager.
  • Qualified Labor: Technicians must be certified and licensed to service/repair commercial boilers, with specialized certification for Rinnai Tankless Water Heaters (Model # REU-KBD3237FFUDC-US) and Lochinvar Knight Boilers (Models # KBN601, KBN286).
  • Governing Standards: Work must comply with manufacturer specifications and the latest editions of UFC 3-410-01 (HVAC), UFC 3-420-01 (Plumbing), ASME Boiler and Pressure Vessel Codes, and applicable state/local laws/codes.
  • Contractor-Furnished Items: Contractors must provide all necessary materials (gas control valves, fittings, etc.) and specialized tools for re-commissioning, testing, and analysis.
