Statement of Work (SOW) / Performance Work Statement (PWS)

To provide for the construction and completion of boiler replacement and electrical upgrades at the Buffalo Creek Work Center.

• Base Items:

  • Supply and install one high-efficiency propane gas-fired boiler (equivalent to Dunkirk Quantum 90, Q90-200) and associated plumbing/electrical components.
  • Replace one backflow preventer and auto-fill combination.
  • Replace approximately 5 feet of 1" copper water line, 6 feet of 1/4" copper water line, and 3 feet of 1/2" copper waterline.
  • Convert two outdated electrical panels to one new, code-compliant electrical panel, ensuring proper grounding.
  • Perform mold remediation in the boiler room, including removal of contaminated materials, cleaning, and antimicrobial treatment.
  • Reconstruct the boiler room interior, including insulation, plywood installation, painting, and final cleaning.

• Option Item:

  • Thermostat replacement, contingent on contractor's examination of existing units.

• Work must comply with manufacturer recommendations and the IMC.

• New boiler must adequately heat the dwelling (approx. 2500 SF) and office (approx. 650 SF).

• All work must conform to International Building Code, International Plumbing Code, National Electric Code, and local amendments.

• Contractor must follow OSHA Construction Industry Regulations.

• Quality control is solely the contractor's responsibility.

• Location: Buffalo Creek Work Center, 18046 Co Rd 126, Pine, CO 80470.

• Period of Performance: From date of award until April 30, 2026.

• Work Hours: Monday-Friday, 8:00 a.m. to 5:00 p.m. No work on Saturdays, Sundays, or federal holidays.

• Contractor must provide detailed project schedule within 10 days of notice to proceed, allowing at least 30 days for review before production.

• Contractor must submit product specifications of the new boiler prior to ordering.

• Contractor must perform all startup and pressure testing.

• Site conditions: Cellular service may be limited; potable water and electrical power are not available at all sites. Snow or road conditions may affect access.

• Safety: Contractor must follow all applicable safety laws and regulations.

• Fire Restrictions: Contractor must make provisions for fire control and evacuation if necessary.

• Clean-up and Disposal: Contractor must clean the work site, repair any damaged property, and dispose of all waste products off public lands.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation (RFQ) for commercial items, prepared in accordance with FAR Part 12. It serves as the only solicitation, and no separate written solicitation will be issued. The requirement is for Boiler Room Interior Reconstruction, including restoring the boiler room and surrounding areas after mitigation. The magnitude of construction is estimated between $25,000 and $100,000.

• Replacement of one high-efficiency propane gas-fired boiler (equivalent to Dunkirk Quantum 90, Q90-200).

• Furnishing and installation of necessary plumbing, electrical components, expansion tanks, solenoids, water lines, and regulators.

• Replacement of one Caleffi 573012A ½” Backflow Preventer and AutoFill Combination with Pressure Gauge, and one two-way ball valve.

• Replacement of approximately 5 feet of 1” copper water line, 6 feet of ¾” copper water line, and 3 feet of ½” copper waterline.

• Electrical panel upgrade, converting two outdated panels to junction boxes and extending circuits to one new panel, ensuring proper grounding.

• Mold remediation due to water damage, including temporary plumbing removal, removal of contaminated materials, cleaning, HEPA vacuuming, and application of an antimicrobial agent.

• Reconstruction of the boiler room and surrounding areas post-mitigation.

• Estimated Period of Performance: April 1, 2026, through May 20, 2026.

• Performance & Payment Bonds are required (100% of award price), due 10 days after award. Alternative payment protections are allowed per FAR 52.228-13.

• Quote Due Date: March 13, 2026, by 12:00 p.m. Central Time.

• Submission Requirements: Experience/Past Performance (max 3 pages), Written Technical Approach (2-4 pages including a construction schedule), and Attachment 2 - Schedule of Items with Prices.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on Factor 1 (Experience/Past Performance), Factor 2 (Technical Approach), and Factor 3 (Price).

• Offer Acceptance Period: 60 calendar days from the receipt of offers.

• This acquisition is set aside 100% for small business concerns.
