This document outlines the scope of work for a project involving the removal and replacement of rooftop units.

• Remove and Replace RTU-7 and RTU-10 Rooftop Units.

• Includes incidental related work.

• The work is to be located at Building 1231, Marine Corps Exchange, Marine Corps Base, Camp Lejeune, North Carolina.

• Supervision: One person may fulfill the roles of Superintendent, Quality Control Manager, and Safety & Health Officer, provided they are duly qualified for all three positions as defined in the project specification.

Solicitation / RFP / RFQ

This solicitation is for the "Building 1231 Replace RTU" project at MCB Camp Lejeune, North Carolina. The estimated cost range is between $250,000 and $500,000.

• Replacement of RTUs (Rooftop Units).

• Crane work and rooftop change-out must be performed at night between 2000 and 0700.

• Roof penetrations must be completed and weather-tight the same day.

• No work is permitted between November 1st and December 31st.

• Removal and replacement of RTUs must be performed two units at a time and be operational within 24 hours.

• Tenant requires 14 days' notice before rooftop change out.

• Contract Completion Date: 360 days after award.

• Liquidated Damages: $880 per Calendar Day.

• Wage Determination: General Decision Number NC20250010, dated 12/12/2025.

• Only the listed contractors may submit a proposal: Mechworks Mechanical Contractors, Inc.; North State Mechanical, Inc.; and R&W Construction Company, Inc.

• Proposals valued at $35K and greater require a payment bond.

• Proposals valued at $150K and greater require a bid bond, a payment bond, and a performance bond.

• No bonds are required for proposals less than $35K.

• Funding may not be available; no award will be made if funds are not available. Offerors will not be reimbursed for any effort or proposal costs.

• Executive Order 13706 (Establishing Paid Sick Leave for Federal Contractors) applies.

• Buy American Requirement-Construction Materials provision is included.
