BUILDING 299 ZONE 8 BUS DUCT RELOCATIONS

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for relocating existing bus ducts and multiple conduits and communication cables within Building 299, Zone 8, at Rock Island Arsenal (RIA).

• Bus Duct Relocation:

  • Relocate a 1200-amp Square D, I-Line bus duct approximately 300 feet east between columns E17 and K17. This includes extending the bus by 50 feet and adding specific bus plugs (12x 30-amp, 10x 60-amp, 3x 100-amp, 1x 200-amp).
  • Relocate an 800-amp Siemens, Spectra series bus duct approximately 110 feet from between columns C9 and C12 to column C12.
  • Relocate an 800-amp Siemens, Spectra series bus duct approximately 110 feet from Building 299 Zone 6, column G24, to Building 299 Zone 8, between columns E20 and K20. This includes extending the bus by 40 feet and adding specific bus plugs (8x 30-amp, 5x 60-amp, 2x 100-amp, 1x 200-amp).

• Conduit and Cable Relocation:

  • Relocate various conduits and communication lines between columns A9-A12 and K9-K12, moving them above heaters and closer to roof trusses.
  • Specific conduit movements include those near column C10, G12, and feeding panel PP-299-C9.
  • Move communication lines between columns A9-A12 and C9-C12 above heaters.
  • Relocate conduits and communication lines between columns A17-A20 and P17-P20, moving them above heaters.
  • Move 4 conduits (2 fire, 1 meter) between columns G17 and G29.
  • Remove drop cords and associated supporting items, capping wiring in junction boxes not in high bay areas.
  • Remove sections of electrical bus protruding into the high bay area near columns C17-C20.
  • Remove a large junction box hanging into the high bay area between columns A17-C17.
  • Move communication wires between columns A17-A29 and C17-C20 above heaters.

• General Requirements:

  • Contractor must verify wiring and power availability in newly located bus ducts.
  • All installations must adhere to national electrical codes.
  • Conduits must be located as close to roof trusses as possible.

• Contractor must ensure all equipment conforms to applicable local and federal codes and standards.

• Modifications to manufacturer's standard design are permissible only if dictated by good design practice.

• Equipment furnished must be new and unused.

• Components must not be used in applications or conditions not recommended by the manufacturer.

• Work to be performed in Building 299, Zone 8, Rock Island Arsenal.

• Delivery, installation, and service hours are Monday-Thursday, 0600-1530, excluding holidays, unless otherwise coordinated.

• Security: Contractors must comply with all RIA security requirements, including background checks, personal identity verification, and potential Force Protection Condition (FPCON) changes. Anti-Terrorism Level I and iWatch training are mandatory for contractor personnel requiring access. No Common Access Card (CAC) will be issued.

• Site Inspection: Contractor is solely responsible for site inspections and measurements prior to design and installation.

• Materials: Contractor is responsible for providing all labor, materials, hardware, tools, and equipment, except as specified.

• Safety: Compliance with OSHA and RIA safety standards, including confined space work and PPE, is required. Fire prevention measures and permits for open-flame devices are mandatory.

• Identification: A Real ID form of identification will be required for entry starting May 3, 2025.

• Subcontractors: All subcontractor employees must comply with the same security and training requirements.

• Reporting: Any ambiguities or discrepancies must be reported in writing to the contracting officer before the bid closing date.
