Eligibility & Set-Aside
This acquisition is a 100% Small Business Set-Aside. Offerors must own, possess, or control a bona fide place of business within 120 miles of DSCR from which mobilization occurs. Contractors must be registered in the System for Award Management (SAM) prior to award. The Limitations on Subcontracting clause (FAR 52.219-14) applies, requiring general construction prime contractors to perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees.
Submission & Evaluation
Award will be made to the Lowest Priced Technically Acceptable (LPTA) offeror. Technical acceptability will consider past performance, with data pulled from CPARS and SPRS. Proposals must be submitted in two volumes: Volume I - Technical Submission (max 5 pages, detailing understanding of work, quality process, and past performance) and Volume II - Pricing (firm fixed-price quotation on SF 1449).
