Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the "BUILDING 640 FURNITURE" opportunity (FA462626Q0004).

• Material Specifications: The government has stated product requirements in the Statement of Work (SOW) and will not accept alternatives for MDF, particleboard, press board, or wafer board. Solid oak construction is required for exposed finished surfaces, but red oak is acceptable. Plywood is acceptable for interior surfaces like drawer sides, bottoms, and backs, but not for drawer/cabinet faces.

• Drawer Glides: Undermount 150lb ball bearing drawer glides are acceptable.

• Dining Table Shape: A square top is required for the dining table; the image provided was for visualization only.

• Product Origin: The Buy American Act and Trade Agreements Act will not apply as this procurement is set aside for small business.

• Work Hours: The specified work hours (7:30 am - 4:30 pm) are due to residents occupying the rooms.

• Installation: Installation must be completed daily due to occupied rooms. Working too far ahead is not permitted. The government will work with installers on the number of rooms available at a time.

• Furniture Disposal: Disposal of existing furniture is the responsibility of the contractor, with a local landfill available for use.

• Stairwell Access: The narrowest point through doorways is 2'-8" without removing doors. Access to rooms is limited to 27"W doorways.

• Bed Configuration: Captain-style beds should have three drawers on one side, and the headboard storage pullout should be on one side only.

• Headboard Dimensions: A standard overall height of approximately 56"-58" is acceptable, with the current specification being 62"H x 42"W.

Statement of Work (SOW)

To provide all personnel, equipment, tools, materials, supervision, and services necessary for the installation of new dorm furniture in Building 640 at Malmstrom AFB.

• Furnish and install new furniture for Dormitory 640, which has three floors and 144 bedrooms. Stairwell access only.

• Delivery truck staging site must be within 200 feet of entrances.

• Contractor shall not work more than six rooms ahead without prior authorization.

• Coordinate delivery and installation with the 341 CES Unaccompanied Housing Management Office.

• Twin Bed Frames (144): Captain style, fixed top, 3 drawers below with 150-lb glides, headboard with bookcase, shelves, tack board, LED lighting, electrical outlet with USB ports, and pullout storage. Must have smooth bottom or casters for movement. Must be on casters.

• Mattresses (148): Twin XL, innerspring, heat-sealed, 80"L x 38"W, Nylon cover impervious to bodily fluids, Navy blue, inverted seams.

• Two Drawer Dresser/Wardrobe (148): Approx. 30"W x 24"D x 72"H. Wardrobe interior requires a full-width hangar rod.

• Pedestal Desk (148): Approx. 42"W x 24"D x 31"H. Keyboard drawer on the right of center, 3 drawers stacked on the left.

• Dining Chairs (148): Metal frame (powder coated matte black), solid oak seat.

• Dining Tables (76): 24" square wood top, metal pedestal base (powder coated matte black), floor levelers.

• Finish color to match existing items.

• Durable protective clear coat on all exposed finished surfaces.

• No MDF, particle board, press board, wafer board, laminated surfaces, or vinyl wrap.

• No glued or pressed-on molding or trim.

• Plywood acceptable only on interior surfaces of drawers (sides, bottoms, back), not the drawer face.

• Exposed finished surfaces must be solid oak construction.

• Pictures of each design piece must be included.

• Inspection: Contractor and Air Force representative must complete inspection of furnishings before moving to the next room. Inspections include checking drawer operation, cracks, glue joints, caster function, bed deck operation, damages (scratches, dents, gouges), facility damages, and loose hardware.

• Discrepancies: All discrepancies must be acknowledged by both parties with pictures.

• Damaged Items: Damaged new furnishings will not be accepted and must be disposed of by the contractor. Shortages must be annotated. Air Force is not responsible for repair or touch-up.

• Period of Performance: 180 days TBD after receipt of contract.
