Solicitation / RFP / RFQ

This Request for Proposal (RFP) is for Building Automation System (BAS) Preventative Maintenance Service at the U.S. Embassy in Bridgetown, Barbados. The U.S. Government intends to award a contract or purchase order to the responsible company submitting an acceptable offer at the lowest price, based on initial proposals.

• Perform BAS Preventative Maintenance (PM) Services as described in the Statement of Work.

• Provide evaluation of the overall functionality of the BAS based on concerns and input from the Facility Manager (FM) and Facility Maintenance Staff (FMS).

• The work includes, but is not limited to: Preventative Maintenance, Investigation & troubleshooting, Adjustments, Trend & Alarm configuration.

• All systems serviced must be in good operational condition upon completion.

• Provide all necessary personnel, transportation, tools, equipment, and supplies.

• Technicians must be qualified, trained, and manufacturer certified.

• Services to be performed on BAS installed in General Work Areas (GWA), Public Access Areas (PAA), and Controlled Access Areas (CAA) at Post.

• Security provisions require a DD Form 254, Contract Security Classification Specification, and may require a TOP SECRET facility clearance.

• Contract Type: Firm Fixed Price.

• Period of Performance: One (1) year base contract, with four (4) additional one (1) year option periods.

• Site Visits: Two (2) BAS PM Site Visits per year, equally spread throughout the year.

• Proposals are due by March 10, 2026, at 10:00 a.m.

• Proposals must be submitted electronically to Bridgetownprocurement@state.gov.

• Submission format: MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format.

• File size must not exceed 30MB. Submissions exceeding 30MB must be sent in separate files via separate emails.

• Award will be made to the lowest priced, acceptable, responsible offeror.

• Evaluation will be based on initial proposals, without discussions, though discussions may be held if in the government's best interest.

• Offerors must be registered in SAM (System for Award Management) and have an active SAM account at the time of proposal submission.

• Failure to be registered in SAM at the time of proposal submission will deem the offeror's proposal non-responsive.
