Solicitation / RFP / RFQ

This Request for Quotations (RFQ) seeks proposals for Dedicated Internet Service for the U.S. Embassy Jakarta. The government intends to award a contract to the responsible company offering the lowest price, with the possibility of discussions if needed.

• Dedicated, symmetrical Internet bandwidth delivered via fiber connection to the Government demarcation point at the U.S. Embassy Jakarta.

• Bandwidth ordered in increments of 10 Mbps, with a maximum order of 100 increments (1000 Mbps/1 Gbps total).

• Optional redundant Internet bandwidth circuits for secondary connectivity.

• Circuit installation and service activation.

• Service Level Agreement (SLA) requirements include:

  • Packet Loss <= 0.5%
  • Availability of 99.9%

• Network devices must not be from ZTE, Huawei, Xiaomi, or affiliated brands.

• ISP must provide fiber optic connectivity to the U.S. Embassy Jakarta.

• A minimum /26 subnet static Public IP addresses for VPN equipment.

• ISP must permit all IP protocols without filters or proxies, and allow customer VPN encryption devices.

• Contract Type: Firm-Fixed-Price Indefinite Quantity/Indefinite Delivery (IDIQ).

• Ordering Period: Base Period of twelve (12) months with four (4) twelve-month option periods.

• Minimum Order (Base Year): 50 Mbps.

• Maximum Order (All Periods): 1,000 Mbps.

• Payment will be in Indonesian Rupiah.

• Quotations are due by May 13, 2026, at 04:00 PM.

• Proposals must be in English.

• A pre-quotation conference will be held on April 24, 2026, at 09:00 AM WIB at the U.S. Embassy Jakarta. RSVP by April 21, 2026.

• The contract is subject to the James Zadroga 9/11 Victims Health and Compensation Act of 2010, with a potential 2% excise tax on payments.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item.
