The Internal Revenue Service (IRS) Statistics of Income (SOI) is conducting a Request for Information (RFI) to identify vendors capable of providing a Business Intelligence Platform. This platform is essential for the collection, research, and validation of corporate and partnership tax return data. Scope of Work
The platform must provide online access for 27 users within the SOI Division and support critical functions including:
- Verifying and validating corporate identities, mergers, and organizational structures.
- Confirming NAICS codes and assigning accurate industry designations.
- Researching corporate financial data (revenues, assets, ownership hierarchies).
- Cross-referencing publicly filed business information for accuracy.
- Maintaining a global business database of at least 300 million entities.
- Supporting AI-assisted data validation and automated anomaly detection.
- Providing technical support during business hours and account management services.
An optional/desired capability includes enhanced bulk upload and data export for large datasets (exceeding 50,000 records) to support AI modernization.

Response Requirements
Interested vendors should submit a capabilities statement package (limited to 10 pages, single-spaced, 12-point font minimum) via email to Kinyse.C.Hailey@irs.gov. The submission must be in Microsoft Word, Adobe Acrobat, or a combination, and searchable. The email subject line should be: "Sources Sought Response for Business Intelligence Platform."
The capabilities statement should include:
- Part I: Company Profile (Name, Address, POC, NAICS, active government contracts, Business Classification/Socio-Economic Status, subcontracting possibilities).
- Part II: Capability (Current product offerings aligning with SOW, process for integrating AI/new technologies, subscription update process, COTS vs. development, innovative solutions, similar experience, training/support, data sources/functionality, customization ability, SOW adequacy, capability to perform all services).
