Scope of Work
The primary objective is to properly prep, sand, prime, and paint the Barksdale Global Power Museum C-45 static display aircraft. This includes:
- Providing all management, tools, supplies, equipment, parts, and labor.
- Ensuring compliance with environmental regulations, including HAPs and VOCs (spraying is not allowed).
- Removing and disposing of bird proofing and nests.
- Preparing the aircraft surface by cleaning, sanding, and repairing any discovered corrosion.
- Repainting the aircraft in its current scheme, matching all insignias and markings (vinyl only for "Nose Art" with curator approval).
- Repainting engine inlet covers and landing gear.
- Prepping and painting windows with a polyurethane clear coat.
- Polishing unpainted metal surfaces to a mirror finish.

Evaluation Factors
Award will be made to the responsible Offeror whose offer is most advantageous to the Government, based on price and technical factors.
- Price: Evaluated for completeness, fairness, reasonableness, and balance.
- Technical: The lowest three (3) priced offers will undergo technical evaluation. A Technical Plan (not exceeding three pages) outlining the approach to accomplish the task is required. Offerors must agree to all terms and conditions.
Special Requirements & Notes
- Contractor must have a minimum of 10 years of experience in historical aircraft restoration and provide at least 5 positive performance references for similar projects within the last 5 years.
- Contractor personnel must be able to work on Barksdale AFB, requiring background checks and meeting insurance requirements.
- Offerors must include company name, address, telephone, email, and SAM Unique Entity Identifier (UEI).
- A Wage Determination (Attachment 2) applies, and FAR 52.222-55 (Minimum Wages for Contractor Workers Under Executive Order 14026) remains in effect.
- The Government reserves the right to cancel the solicitation and may award on a SOME, NONE, or ALL basis if funds are limited.
