• Site Visit / Aircraft Inspection: No site visit is available.
• Aircraft Condition / Extent of Corrosion: Square footage is unknown. Paint is multi-layer. Aircraft has flap damage and will require stripping and sheet metal overlay.
• Corrosion Repair Scope: Corrosion repair will be covered under CLIN 0001 and priced within the SOW.
• Number of Aircraft: The requirement is for one (1) C-45 aircraft.
• Paint Scheme Documentation: The contractor is expected to match colors visually on site; no specific paint scheme reference document or color chips will be provided.
• Spray Prohibition Clarification: Spraying is not allowed on Barksdale AFB for any coatings, regardless of HAP/VOC content.
• Base Access / Background Check Timeline: Processing time is 1-2 weeks for visitor access requests.
• Hours of Operation: Weekend work and extended hours are permitted, but access to museum facilities outside of standard hours is not allowed.
• Waste Disposal: Environmental is willing to provide a container and dispose of materials, or the contractor can dispose of it off-base.
• Technical Plan – References: Performance references must be for Aircraft (not tanks, cars, etc.) and can be submitted as a separate document alongside the technical plan.

This amendment clarifies existing requirements and does not appear to modify proposal deadlines or submission rules, but bidders should review all updated information carefully.

• VOC Limitations: Spraying is not allowed per Environmental and is stated in the SOW.
• Insignia/Markings: Some insignias are currently vinyl, but the SOW states all will be painted. Vinyl is only allowed for "Nose Art" and requires curator approval.
• CMI Package: The response is N/A.

This amendment clarifies aspects related to VOC limitations and insignia application, referencing the SOW.

No changes to proposal deadlines or submission requirements are indicated. Offerors are responsible for reviewing all attachments and amendments.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to procure paint and minor repairs for a C-45 Static Display Aircraft located at Barksdale AFB, LA. This acquisition is set-aside for small business concerns.

• Properly prep, sand, prime, and paint the Barksdale Global Power Museum C-45 static display aircraft.

• Work is to be performed in accordance with Attachment 1 – Statement of Work dated 30 March 2026.

• A Wage Determination (Attachment 2) is also applicable.

• Period of Performance: 30 Days

• Contract Line Item Number (CLIN): 0001

• Best Value Determination: Award will be based on price/technical evaluation.

• Questions Due: Friday, 03 April 2026, by 12:00 PM CST.

• Quotes Due: Thursday, 09 April 2026, by 4:00 PM CST.

• Submission Method: Email to the Contract Specialist and Contracting Officer.

• Evaluation Factors: Price and Technical. The lowest three (3) offers will undergo technical evaluation. Award will be made to the responsible Offeror whose offer is most advantageous to the Government.

• Technical Plan: Not to exceed three (3) pages, outlining how the offeror will accomplish the task.

• Offerors must agree to all terms, conditions, and provisions.

• This acquisition is set-aside for small business concerns.

• The government reserves the right to cancel this solicitation.

• Offers must include company name, address, telephone number, email, and SAM Unique Entity Identifier (UEI).

• FAR 52.212-1, FAR 52.212-2, and other applicable FAR and DFARS provisions and clauses are incorporated by reference or in full text.

• Attachment 3 - Wage Determination is referenced, and FAR 52.222-55, Minimum Wages for Contractor Workers Under Executive Order 14026, remains in effect.

Statement of Work (SOW)

To repaint the Barksdale Global Power Museum's C-45 static display aircraft to mitigate water intrusion and corrosion, ensuring a quality display appearance.

• Provide all management, tools, supplies, equipment, parts, and labor for the painting of the static display aircraft.

• Ensure compliance with environmental regulations.

• Remove and dispose of bird proofing and nests.

• Prepare the aircraft surface by cleaning, sanding, and repairing any discovered corrosion.

• Repaint the aircraft in its current paint scheme, including all insignia and markings, matching size, color, and location.

• Repaint engine inlet covers and landing gear.

• Prep and paint windows with a polyurethane clear coat.

• Polish unpainted metal surfaces to a mirror finish.

• Apply primer (LICP 200 Industrial primer or better).

• Apply color coats using Industrial Catalyzed Urethane paint or better (curator approval required).

• Achieve a wet mil thickness of 4.0-4.5 mils, potentially requiring two coats.

• Apply 2 or more coats of Valspar AC4400 Clear coat HS or better for high gloss and UV protection.

• Adhere to environmental regulations regarding hazardous air pollutants (HAPs) and volatile organic compounds (VOCs), applying by rolling or brushing if necessary. Provide SDS to CE Environmental Office.

• Performance start date: 15-30 days after contract award.

• Estimated period of performance: 14-21 days per aircraft (pending weather).

• Hours of operation: 0730-1500 Monday – Friday.

• Work to be performed on Barksdale Air Force Base.

• Contractor must have a minimum of 10 years of experience in historical aircraft restoration.

• Provide at least 5 positive performance references for similar projects within the last 5 years.

• Show proof of performing historical aircraft restoration jobs of the same or larger magnitude.

• Contractor personnel must be able to work on Barksdale Air Force Base, requiring background checks and meeting insurance requirements.

• Coordinate weekly schedules with Global Strike Museum personnel.

• Coordinate paint colors, insignias, etc., with Museum personnel.
