- Value: Total aggregate ceiling of $150,000,000 across all task orders. Maximum ordering limitation per awarded contract is $150,000,000. Individual task orders will not exceed $10,000,000. A guaranteed minimum of $5,000 applies.

- NAICS Code: 541330 (Engineering Services) with an SBA size standard of $26 million. Prime contractors must have this NAICS code in their SAM profile.
- Geographic Coverage: Primary coverage includes North Dakota, South Dakota, Nebraska, Kansas, Arkansas, Missouri, Minnesota, Wisconsin, Illinois, Ohio, Indiana, Iowa, and Michigan. Secondary coverage is nationwide, though projects outside the primary areas are rare.
Scope of Work
Services will encompass a broad range of A&E projects, predominantly specializing in contemporary and/or historic architecture. Required expertise includes architecture, landscape architecture, civil, electrical, environmental (all aspects including water/wastewater, air pollution, waste management, EA's, EIS), fire protection, geotechnical, mechanical, sanitary, and structural engineering. Additional disciplines may include archeology, ABAAS, cost engineering, environmental compliance, geology, industrial hygiene, and interior design. Project types span planning, analysis, compliance, design, historic preservation, infrastructure, systems, and specialized facilities. Firms must be familiar with Secretary of the Interior's Standards, ABAAS, and sustainable design principles. "Completed" projects refer to the completion of professional design services.
Submission Requirements
Firms must submit an official GSA SF 330 form (Rev 7/2021), which can be customized while maintaining data integrity.
- Page Limits: A 40-page limit applies only to Section H of the SF330. Section E resumes are limited to 3 pages each. There is no overall page limit for the entire proposal.
- Specialized Experience (Factor 1): Include 5-10 projects in Section F. Factor 1a (Specialized Experience) is in Section F, while Factor 1b (Technical Competence and Quality Control) is in Section H. Section F and Attachment 1 projects do not have to be the same.
- Past Performance (Factor 2): Write-ups for selected projects go in Section H. Past Performance Questionnaires (PPQs) should be submitted for each project, especially if CPARS are unavailable. The Contracting Officer will obtain CPARS. PPQs do not count towards the Section H page limit.
- Subcontractors: Information pertains only to the Prime contractor.
- Professional Qualifications: Verifiable documentation for licenses and advanced degrees should be referenced in resumes and made available upon request, not included in the submission.
- Attachment 1 (Excel): An Excel spreadsheet for private sector submissions is provided and does not count towards the 40-page limit.
Evaluation
Evaluation will be based on five factors: Specialized Experience and Technical Competence, Past Performance, Capacity, Knowledge of the Geographic Location, and Professional Qualification. Following initial evaluation, at least three of the most highly qualified firms will be interviewed, leading to negotiations for the IDIQ contract.
