Quick Summary

The Department of the Interior, National Park Service (NPS) is soliciting qualifications for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Professional Fire Protection Engineering and related Facility Management Services. This opportunity is a Total Small Business Set-Aside and seeks qualified firms to provide services nationwide. Phase I (RFQ) proposals are due by May 12, 2026.

Scope of Work

This IDIQ will cover a broad range of fire protection engineering and supporting services across NPS sites. Key services include:

  • Fire protection engineering and conceptual design.
  • Inventory of fire protection and life safety systems.
  • Construction management, including submittal reviews and system acceptance testing.
  • Life Safety and Fire Risk Assessments.
  • Cost Estimating and Construction Field Engineering.

Required disciplines include, but are not limited to, Principal Engineer, Senior Consultant, Senior Project Manager, Electrical Engineer, Mechanical Engineer, Civil Engineer, Structural Engineer, Historic Architect, Fire Protection Engineer (various levels), Fire Protection Designer, CAD Technicians, Computer Network Administrator, and Cost Estimator. Firms must demonstrate familiarity with NPS conservation values and specific standards (e.g., Secretary of the Interior's Standards, NFPA codes). Professional licensure is required for all engineering disciplines.

Contract Details

  • Contract Type: Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) for Architect-Engineer (A/E) services.
  • Period of Performance: Anticipated five (5)-year period (May 1, 2026, to April 30, 2031).
  • Maximum Ordering Ceiling: $5,000,000.00
  • Guaranteed Minimum: $5,000.00
  • Task Order Ceiling: $1,000,000.00
  • Task Order Types: Firm fixed price, labor hour, time and materials, or a combination.
  • NAICS Code: 541330, Size Standard: $25.5 million.

Submission & Evaluation

This is a two-phase process: Phase I (RFQ) and Phase II (RFP). For Phase I, firms must submit a Letter of Interest, a completed Standard Form 330 (Parts I & II), an organization chart, and resumes for all required disciplines. SF1449 and SF30 are not required for the RFQ stage. Evaluation criteria for Phase I include professional qualifications, specialized experience, technical competence, capacity to respond, past performance (federal and private industry weighted equally), and knowledge of NPS sites.

Key Dates

  • Questions Deadline: May 4, 2026, at 1500 EDT.
  • Electronic Proposals Due: May 12, 2026, at 1700 PM EDT.

Important Clarifications

  • Delegated Design: Any final construction document (CD) deliverable used to solicit construction must not reference the construction contractor performing 'delegated design' of the fire protection system. All design must be performed by the AE contractor.
  • Computer Network Administrator: This role is primarily for data entry into government databases (e.g., SharePoint/Power BI), not cybersecurity.
  • Project Examples: Offerors should provide information on up to five projects demonstrating the team's qualifications in SF-330 Section I, Part F.
