Scope of Work & Requirements
The A/E firm will provide design services for the complete replacement of existing dry sprinkler systems and associated components in multiple buildings at the VA Finger Lakes Health Care System in Bath, NY. This includes integrating new systems with existing fire alarm systems, planning for mobilization, demolition, installation, and demobilization, and ensuring the design is within the VA budget. Services encompass Site, Mechanical, Electrical, Fire, Security, and other Engineering/Architectural work. Phased construction or temporary fire protection provisions will be required to maintain sprinkler coverage in occupied healthcare facilities. The design team will be responsible for performing full facility site surveys and system verification.
Personnel required for the design effort include a Certified and Registered Fire Design Professional and a Certified and Registered Architect, both with demonstrated familiarity with New York State and Federal standards, historical preservation, and working in patient care areas. A Professional Engineer licensed in New York is required, or equivalent licensure with demonstrated familiarity of NY standards. All designs must comply with VA Guides, Specifications, and applicable codes (NFPA, IBC 2003, NEC).
Contract & Timeline
The anticipated contract type for design services is Firm Fixed Price. The design phase completion is 180 calendar days from the Notice to Proceed (NTP) for 100% bid documents. The anticipated award date is on or before May 29, 2026. The total cost of design, plans, drawings, and specifications shall not exceed six (6) percent of the estimated construction cost.

Firms must be registered in SAM.gov and verified as SDVOSB in SBA's Small Business Search at the time of submission. Submissions require an electronic SF 330 (Parts I and II), emailed to Devan.Bertch@va.gov by March 4, 2026, 12:00 PM Eastern Time. The submission is limited to 50 pages total, and the email size must not exceed 10 MB. Firms must indicate the percentage of work performed by their own employees and identify all subcontractors.
