The scope includes site investigation, creating detailed documents, drawings, and specifications, and providing construction period services, including commissioning. The estimated magnitude of construction for the resulting project is between $500,000 and $1,000,000.

Contract Details & Set-Aside
This requirement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Interested firms must be registered and verified by the Small Business Administration (SBA) in the Dynamic Small Business Search (DSBS) database and be VISIBLE and VERIFIED by SBA VetCert at the time of submission and award. The NAICS code is 541330 (Engineering Services) with a size standard of $25.5 Million. The total cost for A/E services shall not exceed 6% of the estimated construction cost. SDVOSB firms must comply with subcontracting limitations, ensuring no more than 50% of the contract amount is paid to non-similarly situated firms.
Submission & Evaluation
Firms must submit their current SF-330, Parts I and II, electronically via email to Contract Specialist Donteana Gibbs (Donteana.Gibbs@va.gov) and Contracting Officer Aaron Holmes (Aaron.Holmes@va.gov). The deadline for submissions is Thursday, March 12, 2026, at 5:00 PM ET. Submissions are limited to 10MB per email, with the SF-330 (entirety) not exceeding 5MB and 45 pages (excluding past performance questionnaires).
Responses will be evaluated in accordance with the Brooks Act (FAR 36.6) and the criteria detailed in Attachment B - Selection Criteria. Key evaluation factors, in descending order of importance, include Professional Qualifications, Specialized Experience and Technical Competence, Capacity, Past Performance, and Construction Period Services. Discussions will be held with at least three of the most highly qualified firms, and interviews may be conducted.

All design and work must conform to current VA Master Specifications, VA Design Standards, and relevant building codes (ASME, OSHA, IBC 2009, NFPA, NEC). Firms should ensure their references are prepared to complete the Past Performance Questionnaire (Attachment C).
