• Selection Criteria - Professional Experience: The requirement for each team member to have at least 5 years of professional experience and 5 years with the current firm remains unchanged. This requirement will not be waived or reduced.
• Required Roles - Dual Role Positions: Positions are required to be filled individually. A contractor may submit a resume for a team member qualified for two roles, provided the qualifications meet the requirements for both. However, the contractor assumes the risk that the government's consideration of a dual-role resume does not remove the individual position requirement for the bidding company. Delays in filling positions due to this would be the contractor's responsibility.
• Selection Criteria - Comparable Projects:
  • Criteria 2 (comparing IGE with bid/award amount during construction) should be addressed using the Standard Form 330, specifically the "Example Projects Which Best Illustrate Proposed Team’s Qualifications for This Contract" pages, with one page per requirement.
  • Criteria 5 (providing a table of comparable projects comparing estimate with bid/award amount during construction) specifically evaluates Construction Period Services (CPS) experience. Firms must submit a table with three comparable projects performed by the team within the last five years.

No changes were made to the proposal due dates. The deadline for submitting SF 330s remains March 12, 2026, at 5:00 PM ET. No further questions will be accepted after March 3, 2026, at 12:00 PM ET.

• Certification Section: A mandatory section for the offeror to complete, sign, and return, certifying compliance and authorization to execute the certification.

Statement of Work (SOW) / Performance Work Statement (PWS)

• The estimated magnitude of construction for the resulting project is between $500,000 and $1,000,000.

• The A/E firm must ensure specifications are not restrictive and promote full and open competition.

• The A/E firm is responsible for providing As-Built Drawings upon completion of construction.

• The A/E firm will provide construction period services, including site visits, review of submittals, and representation at pre-bid conferences.

Solicitation / RFP / RFQ

This is a Special Notice and Request for SF-330s for an Architect-Engineering (A/E) contract to provide design and construction period services for project 652-25-111 Repair USP 800 AC-59 at the Central Virginia VA Health Care System in Richmond, VA. This announcement is not a Request for Proposal; a solicitation package will be issued after evaluation of SF-330 submissions. No site visits will be arranged during this phase.

The A/E firm will evaluate the existing Air Handler Unit (AHU) 59, confirm its current functional support of the Pharmacy spaces, identify areas not meeting VA requirements, and generate a design plan for AHU 59 to comply with current VA requirements for the served Pharmacy spaces. Specialized experience is required in areas including Architecture, Industrial Hygiene, Instrumentation and Controls, Mechanical Engineering, Estimating, Plumbing, Electrical Engineering, Structural Engineering, Fire Protection Engineering, Commissioning, and Project Management.

• Estimated construction magnitude: $500,000 to $1,000,000.

• Total cost for A/E services shall not exceed 6% of the estimated construction cost.

• Interested firms must submit current SF-330, Parts I and II.

• Submission Deadline: March 12, 2026, 5:00 PM ET.

• Firms will be selected based on criteria detailed in Attachment B – Selection Criteria, following the Brooks Act (Public Law 92-582) and FAR 36.6.

• Discussions and potential interviews will be held with the most highly qualified firms.

• This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

• Firms must be registered and verified by the Small Business Administration (SBA) in the Dynamic Small Business Search (DSBS) database at the time of submission and award.

• SDVOSB firms must agree not to pay more than 50% of contract funds to non-similarly situated firms.

• The NAICS code is 541330 (Engineering Services) with a size standard of $25.5 Million.

• All design and work must conform to current VA Master Specifications, VA Design Standards, and relevant building codes (ASME, OSHA, IBC 2009, NFPA, NEC).

• Electronic submission requirements include specific file formats (Microsoft Office, PDF, AutoCAD for drawings) and email size limitations (10MB per email, 5MB for SF330). Password protection is not permitted.
