Submission & Evaluation
Interested A/E firms must submit one (1) completed Standard Form 330 (SF330) qualification package (Parts I and II) electronically to Matthew.Finley@va.gov and Lucia.Cowsert@va.gov. The SF330, including additional pages, shall not exceed sixty-five (65) pages. Key clarifications for submission:
- Environmental Safety & Health Personnel: Intended as part of the design team for reviews; an environmental engineer is ideal.
- Designer of Record Licensure: Must be professionally registered in Missouri or a state recognized by Missouri. Consult the Missouri Division of Professional Registration website for reciprocity information. This requirement is not waived for Federal Campuses.
- Organizational Chart: Required for staff relevant to this project only, on 8.5 x 11 pages.
- CPARS: Final CPARS are preferred, but firms may also provide past performance questionnaires or similar documentation if final CPARS are unavailable. Selection criteria, in descending order of importance, include: Professional Qualifications, Specialized Experience and Technical Competence, Capacity to Accomplish Work, Past Performance, Estimating Effectiveness, and Claims, Terminations and Litigation.
