• Environmental Safety & Health Personnel: These individuals are intended to be part of the design team for reviews during the design phase, not for ensuring the design team's safety or monitoring contractor progress.
• Professional Qualifications: An environmental engineer is preferred for the Environmental Safety & Health role. The intent is for these professionals to be part of the design team.
• Designer of Record Licensure: Designers of Record must be professionally registered in Missouri or a state recognized by Missouri. Bidders should consult the Missouri Division of Professional Registration website for reciprocity information.
• Organizational Chart: The requirement is for an organizational chart of staff relevant to this project, not the entire firm. The page size remains 8 1/2 x 11.
• CPARS: Firms may submit other past performance questionnaires or similar documentation if final CPARS are not available. Submitted CPARS should be final.
• Missouri Registration Waiver: The requirement for Missouri registration for Designer of Record disciplines is not waived, even for a Federal Campus. Reciprocity rules apply as stated.
• Due Date Extension: A two-week extension was not granted, but the response date was extended to February 23, 2026, at 2:00 PM Central Time.

These clarifications address bidder inquiries regarding personnel qualifications, licensure, submission requirements, and deadlines. The response date has been extended. Bidders should ensure their proposals align with these clarified requirements.

Solicitation / RFP / RFQ

This is a pre-solicitation notice for Project 657A4-26-101, which involves replacing electrical switchboards in Buildings 1, 7, and 20 at the John J. Pershing VA Medical Center in Poplar Bluff, Missouri. The requirement is for Architectural & Engineering (A/E) services to upgrade the facility's electrical infrastructure. This procurement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSBC) firms.

• The A/E firm will provide basic professional services including design development, detailed design, and preparation of construction documents.

• Services include investigations, interviewing impacted staff, and designing within the construction budget.

• Designs must comply with all current VA standards, design guides, and codes for mechanical, plumbing, electrical, fire protection, seismic, and life safety.

• The project may involve demolition, new construction of architectural systems, HVAC, plumbing, data/voice, security, structural modifications, hazardous material abatement, life safety systems, seismic compliance, and interior finishes.

• Deliverables include preliminary layout, schematic design, design development, construction documents (60% and 90%), bid documents, conformed drawings, and as-built drawings.

• A/E firm must provide a phase plan to reduce facility impact during construction.

• A secure file-sharing website (Procore or Oracle preferred) is required for electronic correspondence and submittal management.

• A third-party firm must be hired for fire protection and life safety reviews.

• Contract type is anticipated to be Firm Fixed Price.

• Estimated magnitude of the resulting construction price range is $10,000,000 to $20,000,000.

• The anticipated time for completion of design is approximately 270 calendar days.

• Interested A/E firms must submit one (1) completed Standard Form 330 (SF330) qualification package (Parts I and II) electronically.

• The SF330 submission, including additional pages, shall not exceed sixty-five (65) pages.

• Submission deadline: February 17, 2026, 2:00 PM Central Time.

• Selection criteria (in descending order of importance): Professional Qualifications, Specialized Experience and Technical Competence, Capacity to Accomplish Work, Past Performance, Estimating Effectiveness, and Claims, Terminations and Litigation.

• This procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms.

• Firms must be verified and listed in the Small Business Administration (SBA) Registry (https://search.certifications.sba.gov/).

• Offerors must comply with VAAR 852.219-75 VA Notice of Limitations on Subcontracting for Services.

• Firms must be registered in the System for Award Management (SAM) at www.sam.gov.

• No solicitation document is available at this time; this announcement is a request for SF 330s.

• The Government will not pay for any costs associated with responding.

• Award is contingent upon the availability of funds.
