The estimated magnitude of construction is between $5,000,000.00 and $10,000,000.00.

• Limitations on Subcontracting: The SDVOSB prime contractor must perform at least 50% of the amount paid by the government to firms that are not similarly situated (i.e., not CVE-registered SDVOSBs).
• Design Costs: Total A-E services must not exceed 6% of the estimated construction project cost plus related fees.
• Place of Performance: Charles George VA Medical Center, Asheville, NC.

Submission Requirements

• SF-330: Submit Parts I and II, limited to a maximum of 30 total pages.
• Attachments: Utilize Attachment B (Criterion 2 Format) for specialized experience details and Attachment A (Past Performance Questionnaire) if CPARS/ACASS evaluations are unavailable. PPQs should be sent directly to the government by references.
• Electronic Submission: All submissions must be sent via email to chanel.johnson@va.gov. The total email size must not exceed 10MB, and the SF-330 itself (excluding PPQs) must not exceed 5MB.
• Due Date: February 24, 2026, at 8:00 AM EST.
• SDVOSB Verification: Offerors must be SBA-verified and listed on the VetCert database at the time of submission and award.

Evaluation Criteria (Descending Order of Importance)

1. Professional Qualifications: Competence and experience of key personnel and technical team (Mechanical, Electrical, Architectural engineers).
2. Specialized Experience & Technical Competence: Experience with mechanical/plumbing systems in medical facilities and working in operational hospitals.
3. Capacity: Ability to manage work, perform concurrently on multiple projects, and meet schedules.
4. Past Performance: Quality of work, schedule compliance, cost control, and customer satisfaction (CPARS/ACASS or PPQs for 3-5 recent projects within 5 years).
5. Location: Proximity to Asheville, NC, and knowledge of the locality.
6. Record of Claims: History of significant claims against the firm.

Additional Information

This is a Pre-Solicitation, not an RFP. A solicitation package will only be issued after SF-330 evaluations. The selection process adheres to the Brooks Act (FAR 36.6). Contractor employees working at VHA locations must comply with COVID-19 safety protocols (proof of vaccination or negative test for unvaccinated with approved exception).
