Scope of Work

This includes addressing issues throughout the 330,000 square foot main Building 47, ensuring the VA Medical Center remains operational throughout the construction period. The design must be detailed enough for qualified General Contracting companies to prepare accurate proposals.

Eligibility & Submission Requirements

- Verification: Offerors must be SBA-verified and listed on the SBA's Veteran Small Business Certification (VetCert) database at the time of submission and award.

- SF-330 Page Limit: Maximum of 30 total pages for the SF-330 (Parts I and II). Past Performance Questionnaires (PPQs) and CPARS/ACASS evaluations do not count towards this limit.
- Due Date: February 26, 2026, 8:00 AM EST.
- Electronic Submission: Files must be in current Microsoft Office (Word, Excel, PowerPoint, Access) or Adobe PDF formats. Excel files must include formulas. AutoCAD and PDF required for construction drawings. Email size limit is 10MB per email, and the SF-330 in its entirety should not exceed one email of 5MB. Evaluation Criteria
This acquisition follows FAR Part 36.602-1 and VAAR Part 836.601-1. SF-330s will be evaluated based on the following criteria, listed in descending order of importance (Criteria 1-4 are most important, 5-6 are significantly less important):
- Professional qualifications of key personnel and technical team (licensed/certified Mechanical, Electrical, Architectural Engineers).
- Specialized experience and technical competence in required work, especially medical facility design, mechanical/plumbing systems, and working in operational hospitals. Firms must provide up to five projects completed within the past 10 years (as clarified by RFI responses) that demonstrate relevant experience. Attachment B (Criterion 2 Format) must be used.
- Capacity to accomplish the work in the required time, including ability to manage multiple projects concurrently.
- Past performance on government and private industry contracts (work quality, schedules, cost control, customer satisfaction). Submit CPARS/ACASS evaluations for projects under Criterion 2, or use Attachment A (PPQ) if CPARS is unavailable. Project recency for past performance is within 10 years (as clarified by RFI responses), and only design-complete projects with finalized CPARS will be considered. Completed PPQs should be submitted with your SF-330, or references may submit them directly to chanel.johnson@va.gov prior to the February 26, 2026 response date.

Important Notes
- The Facility Condition Assessment (FCA) report will be provided to the selected A/E firm, not during the pre-solicitation phase.
