Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Architect/Engineer (A/E) services for the "Renovate PACU and Cath Lab" project at the Louis Stokes Cleveland VAMC.

• Part One Services (Design Phase): Includes programming, design submissions, site investigation, asbestos testing, construction documents, technical specifications, cost estimates, reports, and Master System Integrator services.

• The project involves renovating approximately 8,040 sq ft of existing clinical space to create a new PACU, Pre-op/Phase 1 and Phase 2 recovery suites, Cardiac Cath Lab, EP Lab, and support spaces.

• A/E services include architectural, interior design, electrical, technology, mechanical, plumbing, medical gas, fire alarm, fire protection, medical equipment planning, imaging shielding, physical security, and structural upgrades.

• The A/E shall engage specialized consultants for medical equipment planning, medical imaging equipment shielding, Master System Integrator (MSI) services, and Industrial Hygiene (CIH) for asbestos testing.

• Part Two Services (Construction Period Services - Optional): Includes responding to contractor RFIs, attending pre-bid and post-award conferences, reviewing submittals, site visits during construction, and preparing record drawings. These services are optional and will not be exercised at the time of Part One award.

• Designs must comply with VA Technical Information Library (TIL) standards, including specific VA references for construction specifications, procedures, and guides.

• A/E must certify designs are independent of future construction projects and do not include furniture/equipment procured separately.

• A/E must develop phasing plans to minimize disruption to Medical Center operations.

• Field verification of existing conditions is required.

• Enhanced Commissioning and Independent Life-Safety Review will be conducted by third parties, with A/E collaboration.

• Design Phase: 349 Calendar days from notice to proceed.

• Construction Period Services: Dependent on award of construction contract.

• Location: Louis Stokes Cleveland VAMC, Cleveland, Ohio.

• Funding Limitation: Construction documents for bidding are to not exceed a budget of $16,000,000 for Fiscal Year 2027.

• Deduct Bid Alternates: A/E firm shall provide up to 4 Deduct Bid Alternates of 10% or greater.

• Asbestos Abatement: CIH shall provide sampling and a detailed report. A/E to provide CIH credentials.

• Master System Integrator (MSI): MSI must have experience with building management systems and Tridium Niagara Framework.

• Submissions: Iterative design submittals (DP, SD, DD, CD) are required, with specific deadlines and review meetings. Submittals must be in electronic and hard copy formats, compliant with Section 508 accessibility.

Solicitation / RFP / RFQ

This is a Request for SF330s for Architect/Engineer (A/E) Design Services for Project Number 541-24-101, "Renovate PACU and Cath Lab" at the Louis P. Stokes Cleveland VA Medical Center. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The anticipated A/E design services will be procured in accordance with Public Law 92-582, FAR Subpart 36.6, and VAAR Subpart 836.6. This announcement is not a Request for Proposal, and no solicitation package will be issued via Sam.gov; a request for proposal will be issued directly to the most preferred firm.

The AE firm shall provide programming, design submissions, site investigation/field verification, asbestos testing, construction documents, technical specifications, cost estimates, reports, and construction administration services for the renovation of the PACU and Cath Lab. See attached Statement of Work for further requirements.
