• Programming, design submissions, site investigation, and asbestos testing.
• Development of construction documents, technical specifications, cost estimates, and reports.
• Construction administration services (Part Two, optional).
• Required disciplines include architectural, interior design, electrical, mechanical, plumbing, fire protection, technology, medical equipment planning, imaging shielding, physical security, and structural upgrades.
• The A/E must engage specialized consultants for medical equipment planning, imaging shielding, Master System Integrator (MSI) services, and Industrial Hygiene (CIH) for asbestos testing.
• Designs must comply with VA Technical Information Library (TIL) standards and include phasing plans to minimize disruption to hospital operations.
• Construction documents for bidding are not to exceed a budget of $16,000,000 for Fiscal Year 2027.

This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Firms must be:

• Eligible SDVOSBs.
• Small businesses under NAICS 541310.
• Listed in the SBA certification database (https://search.certifications.sba.gov/).
• Registered and current in the System for Award Management (SAM).
• Subcontracting limitations apply: SDVOSB prime contractors cannot pay more than 50% of the amount to non-certified SDVOSBs for services. SDVOSB/VOSB subcontractors must also be certified.

  2. Professional Qualifications (25%): Licensed A/E staff with 5+ years experience in required disciplines.
  3. Past Performance (15%): CPARS or PPQs for relevant projects.
  4. Capacity (5%): Ability to handle workload and meet schedules, including multiple large task orders.
  5. Experience in Construction Period Services (5%): Field inspections, submittal review, RFI support.
  6. Geographic Location (5%): Travel time to the Cleveland VAMC.
  7. SDVOSB Subcontractor Classification (5%): Commitment to using SDVOSB/VOSB subcontractors.
