The project involves renovating approximately 8,040 sq ft of existing clinical space to create a new PACU, Pre-op/Phase 1 and Phase 2 recovery suites, a Cardiac Cath Lab, an EP Lab, and associated support spaces. Required disciplines include architectural, interior design, electrical, technology, mechanical, plumbing, medical gas, fire alarm, fire protection, medical equipment planning, imaging shielding, physical security, and structural upgrades. Specialized consultants for medical equipment planning, imaging shielding, Master System Integrator (MSI) services, and Industrial Hygiene (CIH) for asbestos testing are also required. Optional Construction Period Services may be exercised later.

Eligibility & Submission Requirements
This is a 100% SDVOSB Set-Aside. Offerors must be eligible SDVOSB firms, small businesses under the assigned NAICS code, and certified in the SBA certification database (search.certifications.sba.gov). Firms must also be registered and current in the System for Award Management (SAM). Interested firms must submit their current SF330 electronically as a single PDF file (max 20MB) via email. A signed electronic PDF copy of the "VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction" (852.219-75) is also required. The SF330 is limited to 75 pages (excluding Part II and Past Performance documents like CPARS), using Times New Roman 12-point font or larger.
Evaluation Factors
SF330s will be evaluated based on the following criteria, in descending order of importance:
- Specialized Experience and Technical Competence (40%): In renovation design for PACU and Cath Labs, including programming, design submissions, site investigation, asbestos testing, construction documents, cost estimates, medical equipment planning, and construction administration.
- Professional Qualifications (25%): Of project team members, including licensed A/E professionals with a minimum of five years of experience in required disciplines.
- Past Performance (15%): On government and private industry contracts, including cost control, quality, and schedule compliance. CPARS data or PPQs are required for projects submitted under Factor 1.
- Firm's Capacity (5%): To accomplish work in the required time, considering current workload and personnel availability.
- Experience in Construction Period Services (5%): Including field inspections, submittal review, RFI support, and change order drafting.
