Quick Summary

The Department of Veterans Affairs (VA), Network Contracting Office 6, is seeking Architect-Engineer (A-E) services for Project #659-26-200, "B21 HVAC Upgrades and Roof Replacement," at the W.G. (Bill) Hefner Salisbury VA Medical Center in Salisbury, NC. This is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Firms must submit SF 330 Architect-Engineer Qualification Packages by February 5, 2026, at 1:00 PM EST.

Scope of Work

The selected A-E firm will provide comprehensive design services, including Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and As-Built Documentation. The project focuses on:

  • Installing a new AHU 21-8 to isolate the Pharmacy Compounding Room.
  • Evaluating and upgrading the B21 steam system (traps, condensate pumps, PRV stations, control valves).
  • Replacing the B21 roof around AHU 21-8. The design must update previous plans, incorporate all applicable codes, VA standards, and ensure minimal interruption to facility operations. All architectural, structural, electrical, and mechanical engineering aspects are included. The project budget is between $2,000,000 and $5,000,000, requiring a 20% deductive bid alternate.

Contract & Timeline

  • Contract Type: Firm-Fixed Price A-E contract.
  • NAICS Code: 541330 (Engineering Services), Size Standard: $25.5 million.
  • PSC Code: C1DB (Architect And Engineering - Construction: Laboratories And Clinics).
  • Estimated Period of Performance: 243 calendar days for design, 180 days for construction procurement, and 365 days for construction, totaling approximately 788 calendar days.
  • Projected A-E Award Date: On or around June 15, 2026.
  • SF 330 Submission Deadline: February 5, 2026, 1:00 PM EST.
  • Vendor Questions Deadline: January 13, 2026, 1:00 PM EST.

Eligibility & Submission

This opportunity is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Firms must be registered in SAM.gov and certified in the SBA Certification database at the time of proposal. Compliance with VAAR 852.219-73 and 852.219-75 (Limitations on Subcontracting) is mandatory. Submit ONE (1) electronic SF 330 (Parts I and II, and attachments) to Elaine.Belber@va.gov. The SF 330 must not exceed 30 pages (excluding past performance questionnaires). Emails are limited to 10MB; number multiple emails (e.g., "1 of n"). Submissions must include: Cage Code, SAM UEI, Tax ID, and Primary Point of Contact email/phone.

Evaluation Criteria

SF 330 submissions will be evaluated in accordance with the Brooks Act (Public Law 92-582) and RFO FAR 36.202. Key criteria, in descending order of importance, include:

  1. Professional qualifications and recent experience with comparable hospital projects (specifically Pharmacy Cleans) within the last five years.
  2. Specialized experience and technical competence in mechanical and electrical project requirements.
  3. Past performance on government and private industry contracts in a hospital setting (cost control, quality, schedule compliance).
  4. Capacity to accomplish the work in the required time, considering current workload and key personnel availability.
  5. Construction Period Services experience.
  6. Record of significant claims against the firm.
  7. Commitment to using service-disabled Veteran-owned, Veteran-owned, and other small businesses as subcontractors.

Important Notes

An amendment clarifies that North Carolina professional licensure is not required at the time of SF 330 submission, but the lead designer in each discipline must be registered (though not necessarily in NC). Firms must commit to obtaining and maintaining all required NC licenses prior to contract award and before signing/sealing documents. This is a request for qualifications only, not a request for proposal. The government will not reimburse costs for responding.
