• The amendment clarifies the requirement for North Carolina professional licensure for Architect-Engineer (A-E) firms.

• The due date and time for SF 330 submission remain unchanged.

• Offerors may submit qualifications without North Carolina licensure at the time of SF 330 submission. However, the lead designer in each discipline must be registered (though not necessarily in North Carolina) at the time of SF 330 submission.

• Offerors must commit to obtaining and maintaining all required North Carolina professional licenses prior to contract award and before signing/sealing documents, in accordance with North Carolina law and VA contract requirements.

This is a presolicitation notice for Architect-Engineering (A-E) services for Project #659-26-200, "B21 HVAC Upgrades and Roof Replacement" at the W.G. (Bill) Hefner Salisbury VA Medical Center. The government intends to award a firm-fixed-price contract for the development of complete construction documents, including schematics, design development, construction documents, technical specifications, construction period services, site visits, cost estimates, and as-built documentation.

• Design services for the "B21 HVAC Upgrades and Roof Replacement" project.

• Installation of a new AHU 21-8 to isolate the Pharmacy Compounding Room.

• Evaluation will be based on the Selection of Architects and Engineers Statute (Brooks Act) and RFO FAR 36.202. Firms will be selected based on demonstrated competence and qualifications.

• Key evaluation criteria (in descending order of importance): Professional qualifications and recent hospital project experience (Pharmacy Cleans), specialized experience (mechanical/electrical), past performance, capacity, construction period services experience, record of claims, and commitment to small business subcontracting.

• 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under VAAR 852.219-73.

• Potential contractors must be registered in SAM and visible/certified in the SBA Certification database.

• Firms must verify they meet SDVOSB status requirements.

• Must comply with Limitations on Subcontracting (RFO FAR 52.219-14 and VAAR 852.219-73, 852.219-75).
