Sources Sought Notice

This notice is for market research purposes only to identify potential sources for Architect-Engineer (A/E) services for a roof replacement project at the W.G. (Bill) Hefner Veterans Affairs Medical Center in Salisbury, North Carolina. It does not constitute a request for proposal or quote, and no formal solicitation document currently exists.

The A/E services required include design for Project 659-26-500, covering roof replacement for Buildings 6, 13, and 18. This involves:

• Schematics, Design Development, Construction Documents, and Technical Specifications.

• Construction Period Services, Site Visits, Cost Estimates, and As-Built Documentation.

• Design for removal of existing roof membranes, insulation, and related components.

• Installation of new roof membranes, cover boards, base flashing, and associated accessories.

• Addressing roofing deficiencies, including replacement of worn-out roofs on Buildings 13 and 18, and partial replacement on Building 6.

• Updating roof access provisions on Building 18, including ladder safety cages.

• Ensuring proper drainage slope gradients and incorporating Roof Edge Fall Protection.

• Disposal of all removed materials.

• Magnitude of Construction: Estimated between $1,000,000 and $2,000,000 (subject to revision).

• NAICS Code: 541330 (Engineering Services) with a size standard of $25.5 Million.

• PSC Code: C1DZ (Architect and Engineering – Construction: Other Hospital Buildings).

• Anticipated Period of Performance: 815 calendar days from Notice to Proceed.

• Design Completion: 180 calendar days (includes VA design reviews).

• Procurement Timeframe: 270 days from Engineering submission to contracting.

• Construction Period Services: 365 calendar days from construction award.
