• Replacement vs Re-Roof: The scope is a complete replacement of roofing material down to the deck, not a re-roof (overlay). Decking/structural scope and related issues are not anticipated beyond replacing the roofing material.
• Membrane Options: Additional roof membrane recommendations are open.
• Condition Assessments: Core samples are included. Structural analysis and decking condition assessments are contingent on AE recommendations.
• Stormwater/Civil: Drainpipes are not clogged and are of adequate size. A contractor laydown area plan will be required.
• Equipment: Details will be deferred to a later stage when AEs can review the site.
• Repairs: No major repairs are known to be needed. LBP/asbestos abatement is not anticipated.
• Curbs: All curbs should be replaced.
• Phasing/Scheduling: The facility below the work area must maintain operations. Phasing will be determined based on operational impact.
• Structural: Structural considerations for re-anchoring a ladder are required if deemed necessary by the AE.
• Programmed Amount: The budget is fixed at $1,000,000 – $2,000,000. Planning must include a 20% deductive bid alternate. The project may be canceled and re-competed if these parameters are not met.
• Selection Criteria: For professional qualifications, experience with comparable hospital projects completed within the past five years is acceptable, even if the design was completed before that timeframe.

No changes to proposal deadlines or submission rules are indicated, but bidders should note the clarifications on scope, requirements, and budget.

This is a Request for Qualifications (RFQ) for Architect-Engineering (A-E) services for the "Roof Replacement Building 6, 13, & 18" project (Project # 659-26-500) at the W.G. Bill Hefner Veterans Affairs Medical Center in Salisbury, NC. Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the scope of services for an Architect/Engineer (A/E) to provide design services for the roof replacement of Buildings B6, B13, and B18 at the W.G. Bill Hefner Veterans Affairs Medical Center in Salisbury, NC. The project aims to correct roofing deficiencies and provide associated work.

• Roof Replacement: Removal of existing roof membranes, cover boards, base flashing, and insulation (with options for repair of 25% and 50% of insulation). Installation of new cover boards, base flashing, and KEE membranes. New insulation will be installed to match existing thickness.

• Buildings Included:

  • Building 6: Approximately 31,300 sq ft
  • Building 13: Approximately 6,410 sq ft (over 20 years old, exceeding service life)

• Design Considerations: Design must comply with VA Specifications, Design Guides, Infection Control Guidelines, and all applicable Building Codes (Architectural, Electrical, Mechanical, Plumbing, and Structural). Minimum interruption of space function during construction is required.

• Design Period: 180 calendar days from Notice to Proceed (NTP).

• Procurement Period: 270 days from Engineering submission to contracting.

• Construction Period: 365 days from construction award.

• Total Contract Period: 815 calendar days.

• The A/E will produce a completed project for the contractor to perform the required work.
