Presolicitation Notice / Request for Qualifications (RFQ)

This notice is a presolicitation announcement for Architect-Engineering (A-E) services for Project #659-26-300, "Campus Chilled Water Loop Repairs" at the W.G. (Bill) Hefner Salisbury VA Medical Center. The Department of Veterans Affairs intends to award a firm-fixed-price contract for these services. The A-E firm will provide design services including: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and As-Built Documentation. The project involves repairing and replacing the existing chilled water line between Building 8 and Building 4, including trenching, excavation, road removal, paving, and installation of new valves and chilled water supply and return lines. Design must adhere to VA specifications, Design guides, Infection Control guidelines, and applicable building codes, with minimal interruption to space function.

• Submission Method: One (1) electronic SF 330 (Parts I and II, and attachments) via email to Elaine Belber (elaine.belber@va.gov).

• Evaluation: Firms will be selected based on demonstrated competence and qualifications using the Selection of Architects and Engineers Statute (Brooks Act). Evaluation criteria include: Professional qualifications and recent experience on comparable hospital projects, specialized experience and technical competence, past performance, capacity, construction period services experience, and record of claims. Subcontractor utilization will also be considered.

• Set-Aside: 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under VAAR 852.219-73.

• This is a presolicitation notice; the actual Request for Proposal (RFP) will be issued later.
